Division Response to Comment Topic #1:
Dissolved Oxygen (DO) Limitations
The comment received by the Utah Division of Water Quality (“Division”) was regarding increased DO limitations from the current permit limit of 4.0 mg/L to 6.5 mg/L in the proposed draft
permit. The increased higher limit of 6.5 mg/L was imposed in the permit as a condition of protecting downstream waters, in this case it applies to class 3A waters. Discharge from Swift
Beef’s Water Reclamation Facility (WRR) initially discharge into a class 3E water body where it meets up with class 3A waters approximately 2 miles downstream. The Division will maintain
the current permit limit of 4.0 mg/L in the proposed draft permit with the requirement that Swift Beef Company monitor and ensure that class 3A DO criteria it met when Swift Beef’s discharge
enters the 3A water body. A compliance schedule will be proposed in the draft permit to ensure in stream data sample collection at the 3A waterbody.DO Compliance ScheduleDateMilestonesEvery

Division Response to Comment Topic #2:
Total Dissolved Solids (TDS) Limitations
This proposed new wastewater treatment facility is under the sponsorship of the Utah Public Service Commission. This fulfills the Division’s requirementin Utah Admin. Code R317-1-2.2A,which
is separate from this UPDES Permit action, for the facility to be under the sponsorship of a body politic. The Division does not have a further requirement regarding a Special Service
District. While these comments do not fall under the purview of the UPDES Permit Program, this information has been provided to the Permittee for any further coordination as appropriate.
No changes to the Permit were made as a result of these comments.
