HomeMy WebLinkAboutDWQ-2024-006989October ??, 2024Division of Water QualityUtah Department of Environmental QualityPublic Notice of Intent to Renew Ground Water Discharge Permit No. UGW570002 Purpose of Public Notice The Utah Department of Environmental Quality (DEQ) is soliciting comments on the requestto renew agroundwater discharge permit as described below. The groundwater discharge permit is issued by the Director of the Division of Water Quality under authority of the Utah Water Quality Act, Section 19-5-106(g) Utah Code Ann. 1953, as amended and Utah Administrative Code R317-6. Under Section 19-1-301.5, effective May 8, 2012, a person who wishes to challenge a Permit Order may only raise an issue or argument during an adjudicatory proceeding that was raised during the public comment period and was supported with sufficient information or documentation to enable the Director to fully consider the substance and significance of the issue. Utah Code Ann. 19-1-301.5 can be viewed at the following internet URL: le.utah.gov/xcode/Title19/Chapter1/19-1-S301.5.html Permit Information Permittee:American Pacific Corporation (AMPAC) Mailing Address:10622 West 6400 North Cedar City, Utah 84721 Facility Location:12 miles northwest of Cedar City, Utah AMPAC is requesting a renewal and modification of the ground water discharge permit to cover the operation of a lined wastewater lagoon at their sodium azide manufacturing plant. This lagoon contains contact process wastewater from the sodium azide manufacturing process. This wastewater contains sodium ions, nitrate and nitrite ions, impurities from the commercial grade sodium supply, and iron hydroxides from the corrosion of piping. Any sodium azide in the wastewater will be reduced to below detection levels prior to discharge to the impoundment. Conditions of the permit allow no release of the process fluids from the facility through the satisfactory use of best available technology (BAT). The use of leak detection monitoring shall demonstrate compliance with this condition. The permit will also include the operation of a lined wastewater pond and the construction of a second wastewater pond at the WECCO facility. The current evaporation pond (Pond #1) was constructed with a single High-Density Polyethylene (HDPE) liner. The proposed construction of the second wastewater pond (Pond #2) will consist of a double HDPE liners with a leak detection system. Upon completion of Pond #2 and an approval to use has been issued, Pond #2 will then be put into use. Pond #1 will be then be taken out of service and allowed to dry. It will then be carefully inspected and repaired as necessary and may be reconstructed with a double HDPE liner with leak detection. A construction permit will be required for that work. These ponds are used for the washdown of the WECCO facilities and may have trace amounts of ammonium perchlorate. The facilities are initially swept and cleaned prior to the washdown. All comments received prior to close of business onOctober??, 2024will be considered in the formulation of final conditions to be imposed on the permit.A public hearing may be held if written requests are received within the first 15 days of this public comment period that demonstrate significant public interest and substantive issues exist to warrant holding a hearing.
