This letter is in response tocomplaints made regarding odors from Heber Valley Special Services District (HVSSD). Division of Water Quality (Division) representatives inspected the HVSSD
facility and lagoons on Tuesday, January 23, 2024. The inspection started at the headworks building and followed the mechanical plant until reaching the discharge point into the lagoon
system. Division representatives then toured each lagoon cell and rapid infiltration basins.
At the time of the inspection, the facility and lagoons appeared to be operating property. Significant odors were not noted during the inspection from either the mechanical plant, lagoons,
or rapid infiltration basins. The lagoons appeared to be in good condition, though were covered in ice. Breaks in the ice did not show any algae present in the lagoons. Vegetation was
visible on the lagoon walls, however this would not indicate or lead to increased odors. Representatives then toured the surrounding neighborhoods. No odors were noted.
Please note that each year lagoon systems turnover, resulting in increased odors. This turnover roughly occurs in April of each year and lasts a few weeks. If you have any questions
