The text in red is what it should read, but is incorrect in the draft permit. Permit Part 4.2.3.6.1. was updated to improve clarity and readability. The reference to Permit part 4.2.3.6. was included to direct any potential enforcement actions to the established SOPs developed by the permittee for situations involving illicit discharges. “Upon detection of an illicit discharge, the Permittee shall take actions to require immediate cessation of illicit discharges pursuant to Part 4.2.3.2.1. of this Permit. Upon confirmation of responsible parties, the Permittee shall take all necessary actions in accordance with its enforcement procedures pursuant to Part 4.2.3.6. of the Permit.” After discussions with UDOT staff. This permit part was updated to: “Upon detection of an illicit discharge, the Permittee shall take actions to require immediate cessation of illicit discharges pursuant to Part 4.2.3.2.1. of this Permit. Part 5.2.4.4. was updated to 5.2.4. 4 Bryan Rue, UDOT Stormwater Specialist Permit part 4.2.1.7 4.2.1.7 seems to have an incomplete sentence, “Any methods used to evaluate the effectiveness of the education messages and overall effectiveness of the program.” It might be a fragment of the following sentence? The last sentence in Permit part 4.2.1.7. was updated to, “Any methods used to evaluate the effectiveness of the program shall be tied to the defined goals of the program and the overall objective of changes in behavior and knowledge.” 5 Bryan Rue, UDOT Stormwater Specialist Permit part 7.28 7.28 defines a Medium MS4 based on population data from the 1990 Decennial Census. Should 1990 be replaced with “current” so that it matches the definition of a Large MS4 in 7.23? This definition was not updated. This definition matches the definition contained in Utah Admin Code R317-8-1(1.6)(8). The 1990 date references the date in which the MS4 was designated. The current population of the MS4 would not be the appropriate population value for the MS4, as this definition is referencing the initial population trigger for designation. 6 Bryan Rue, UDOT Stormwater Specialist Permit Part 1.5.
