THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO MODIFY A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER AUTHORITY OF THE UTAH WATER
POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID “PERMIT” REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS.PERMIT INFORMATIONPERMITTEE

The Facility serves the City of Orem, the city of Lindon, and a portion of the Town of Vinyard with an average design flow of 13.5million gallons a day (MGD). The Facility is currently
undergoing an upgrade.The Facility upgrades were set to be complete infourth quarter 2024. However, due to construction delays and other unforeseen circumstances, the final completion
date will now be sometime in 2025.As a result, the Permittee has requested an extension of thecompliance schedule for the total phosphorus limit in the Permit, which has been included
in the Permit as required by the Technology-Based Phosphorus Effluent Limit (TBPEL) Rule, Utah Administrative Code (UAC) R317-1-3.3. The Division of Water Quality would like to grant
this request, as the construction delays were out of the Permittee’s control. As a result, the TBPEL Rule compliance date is now being moved to January 1, 2026. All other parameters
in the permit will remain unchanged. See Permit for more details. PUBLIC COMMENTSDuring the public comment period provided under UAC R317-8-6.5, any interested person may submit written
comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature
of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in UAC R317-8-6.12. Public comments
are invited any time prior to the deadline of the close of business on MONTHXX, 202X. Written public comments can be submitted to: Lindsay Cowles, Individual Permits Section, Utah Division

permit issuance, revise it, or abandon it. The permit is available for public review under “Public Participation” at www.waterquality.utah.gov/. If internet access is not available,
