to implement the Program. These changes are considered a substantial modification of the Program implemented by Spanish Fork City. DWQ reviewed the changes and found the changes met
the requirements of R317-8-8 and 40 CFR 403. Once the public notice period and comment process are completed, DWQ intends to formally approve the modifications for implementation of

onDecember 17, 2024. Written public comments can be submitted to Jennifer Strong Robinson, UPDES Individual Permitting Section, Utah Division of Water Quality, PO Box 144870, Salt Lake
City, Utah 84114-4870, or by email at [e-mail].A public hearing can be requested, although it must be filed during the comment period, ending on December 17, 2024. A request
for a public hearing must be filed per 40 CFR 403.11. After considering public comments, the DWQ Director may approve, revise or abandon the revisions to the ordinance. The director
will not publish a notice of decision provided the ordinance is approved without any changes, and no comments are received during the public comment period.
