Accessing NeTMS4 Through Login.gov
•CDX transitioned to using Login.gov for all user verification, including for the NPDES eReporting Tool (NeT) and Network Discharge Monitoring Report (NetDMR).
•This change is part of ongoing eorts to enhance security and streamline access to EPA services.
•If you do not already have an account in Login.gov, you will need to create one.
•While CDX and Login.gov accounts are technically separate, after logging in for the first time they will become merged.
Redirecting to Login.gov
●Begin the sign in process on CDX.epa.gov by entering your User ID and
clicking Next
○If you do not have a CDX account yet, instead Register with CDX
●Click the buon to Proceed to Login.gov
Creating a Login.gov Account
●After being redirected, click on the Create an
Account buon
○Your Password does not have to be the same
as your CDX password
●After completing the account creation, you will be
returned to CDX
●From now on, when you log into CDX, you will:
○Enter CDX user ID
○Get Redirected to Login.gov
○Enter Login.gov email and password
○Confirm with your multifactor ID method
○Get routed back to CDX
Accessing your MS4 Permit
Click on your Role to sign into NeTMS4
○Remember that NeT Services are dierent applications (NeTCGP ≠NeTMS4)
If you don’t have access to
NeTMS4, Add Program Service,
and search for NeT Services
●When you first log into NeTMS4, you will not have any
permits associated with your account.
●Use the Find MS4 Regulated Community buon to
open up the permit search
●Search for your permit
○Can search by name, state, etc
●After locating your permit, click the
checkbox, then Request Permissions
●Select which permissions you need
○Sign and Manage permissions will be greyed out if you are not a Signatory
●Click the Submit buon to request the permissions for your permit.
○Permission request must be approved by someone who already has the
Manage permission, or a State RA.
○The Has Manager? column will tell you if there is anyone with the Manage
permissions on the permit already.
●Once your permissions are approved, you should be able to see your permit
when logging into NeTMS4.
○Since State RAs will have to approve the first permissions request on a
permit, we highly recommend making sure that the first person to
request permissions is a Signatory, and requests the Manage permission.
That way, you can approve others yourselves.
Approving Other Permissions Requests
●Use the Actions dropdown menu to Manage User Permissions
●Here you can view, edit, and apply permissions requests
Manually Add User
●You can also use Add Users to manually add other users
○They must already have a CDX account and a Role in NeTMS4.
●Search for their User ID, organization, Email, or Address
●Grant them whatever permissions they need
●There is no limit to how many individuals or Roles can have access to a permit
○Can have multiple Signatories
○Make sure those with Sign Permissions are authorized to Sign
Adding a Duly Authorized Representative (DAR)
•Are you a Responsible Oicial (RO) or a Duly Authorized Representative (DAR)?
•Responsible Oicials are authorized to sign and submit permit changes.
•Signatories with Sign permissions are considered Responsible Oicials
•Duly Authorized Representatives are authorized to sign and submit Annual Reports on behalf of a Responsible Oicial
•Responsible Oicials can designate DARs, who can sign on their behalf.
•Those signing the annual report or NOIs should meet Small MS4 Permit Part 6.8 Requirements.
●As a Signatory with the Sign
Permission, you can designate
any number of DARs
●Manage User Permissions
to access the Current Users
window
●Click Add DAR buon
○DAR must already have
access to the permit
●Review information and click
the Add DAR buon
●Search for the user and
Select them
●If the selected user already has the Sign permissions, they are considered a Responsible Oicial
○Must revoke their Sign permissions to make them a DAR
●Review information to confirm this is the correct individual
●Click Confirm Assignment
●Read and Accept the Statement to complete the process
●Signatories with Manage permissions can see who is a DAR, and who has a DAR designated by
them in the Manage User Permissions page.
Reviewing DAR Statuses
●Responsible Oicials have the ability to revoke DAR status at any time
○Manage User Permissions, Add DAR, then Revoke
Annual Reports
●All “Small MS4 Permiees” are required to submit their Annual Reports through NeTMS4
●In the Actions dropdown menu, click Manage Annual Reports
●Any Annual Reports that have been submied through NeTMS4 in the past will show up
○Since NeTMS4 is new, no one should have any annual reports to display
●You can save the report without submiing it if you want to prep it ahead of time, or if you need to
find information while filling it out.
●Select Create Annual Report to begin the process of submiing your report.
●Select the Reporting Year you wish to
submit your report for.
●A Draft Annual Report will be created,
and you can now start filling out the
Annual Report by clicking on Go to
Form
●After filling out your Annual Report, you
can Certify (If you have the Sign
permission), or you can Flag for
someone else to Certify.
●You can always Save your progress
and continue the form later (or have
someone else continue filling out the
form)
Submiing Annual Reports
●Certifying automatically submits the Annual Report.
●If Flagged for Certification, those with Sign permissions will see an
option to Certify in the Actions dropdown menu next to the Annual
Report.
●If you Certify an Annual Report as
a DAR, you must confirm which RO
you are signing for.
○Select the RO
○Read and Accept the
Signatory statement.
●If successful, the Submission Status for the Annual
Report will show as Certified
