DESCRIPTION OF PERMIT MODIFICATION
This modification is in response to a letter from AVO (DWQ-2024-005911), received on August 8, 2024, requesting a compliance schedule for undissolved hydrogen sulfide (H2S) and total
dissolved solids (TDS). AVO is requesting a compliance schedule to evaluate treatment technologies installed to help reduce H2S and TDS and to gather further data and evaluate the needs/options
for future treatment technologies. The Division of Water Quality approves this request. The below interim permit limits and compliance schedule are also reflected in Part I.C.2.a, Part
I.C.4, and Part I.C.5 of Utah Pollutant Discharge Elimination system (UPDES) Permit No. UT0000035.

TDS concentration exceeds 500 mg/L, then the permittee cannot discharge more than one-ton per day or 366 tons per year as a sum from all discharge points exceeding 500 mg/L as a thirty-day
average. If the permittee cannot achieve one-ton per day or 366 tons per yearas a sum from all applicable Outfalls, the permittee will be required to account for the excess salinity/TDS
tonnage by developing a treatment process, participating in a salinity offset program, or other type of mechanism to remove or offset the excess salinity/TDS. See Colorado River Basin
