THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE INTENTION OF THE STATE OF UTAH TO ISSUE A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PRETREATMENT PERMIT UNDER AUTHORITY
OF THE UTAH WATER POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID “PERMIT” REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT

of beef products. UBP has been classified as a significant industrial user due to the facility discharging 25,000 gallonsper day and pollutants of concern into the Richfield Publicly
Owned Treatment Works.The process wastewater is from the following processes for processing the cattle.The wastewater will flow through an equalization basin, a screen and a Dissolved
Air Flotation (DAF) treatment system. Outfall 001 will be the monitoring location for the facility and will not be commingled with domestic or non-process wastewater. Outfall 002 will
be a commingling of wastewater from Outfall 001 and the office building. PUBLIC COMMENTSDuring the public comment period provided under Utah Administrative Code (UAC) R317-8-6.5, any
interested person may submit written comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in
writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided
in UAC R317-8-6.12. Public comments are invited any time before the deadline of the close of business on September 3, 2024. Written publiccomments can be submitted to Jennifer Robinson,

for public review by contacting the Division of Water Quality. A copy may beobtained by contacting Jennifer Robinson at jenrobinson@utah.gov or 385-501-9585.The permit is available for
public review under “Public Participation” at www.waterquality.utah.gov/. If internet access is unavailable, a copy may be obtained by calling Jennifer Robinson at 385-501-9585.After
considering public comments, the Director may execute the permit issuance, revise it or abandon it. The Directorwill not publish a notice of decision provided the permit is signed without
any changes and no comments are receivedduring the public comment period.
