Discharges Covered Under This Section. The requirements listed under this Part shall apply to storm water discharges from the following activities: Table I.X.1 – Sector X: Printing and Publishing Facilities SIC Code Activity Represented 2711 – 2796 Printing, Publishing, and Allied Industries Sector Specific Limitations on Coverage. There are no additional limitations on coverage other than those listed in Part I.C. Sector Specific Prohibition of Non-Stormwater Discharges. There are no additional prohibited nonstormwater discharges beyond those in Part I.D of this permit. Sector Specific Control Measures and Effluent Limits. In addition to the control measures and effluent limits in Part III, the permittee shall implement the following to minimize pollutant discharges, as applicable: Good Housekeeping. Good housekeeping measures, such as the following, shall be used to minimize potential sources of pollutants in stormwater at the facility: Material Storage Areas. The permittee shall minimize contamination of stormwater from storage areas through implementation of control measures, such as the following, where feasible: Plainly labeling and storing all containerized materials (i.e. skids, pallets, solvents, bulk inks, hazardous waste, empty drums, portable and mobile containers of plant debris, wood crates, steel racks, and fuel oil) in a protected area, away from drains; and Considering the use of an inventory control plan to prevent excessive purchasing of potentially hazardous substances. Material Handling Areas. The permittee shall minimize contamination of stormwater from material handling operations and areas (i.e. blanket wash, mixing solvents, loading and unloading areas) through implementation of control measures, such as the following, where feasible Using spill and overflow protection; Covering fueling areas; Covering or enclosing areas where the transfer of materials may occur; and Addressing the replacement or repair of leaking connections, valves, transfer lines, and pipes that may carry chemicals or wastewater, when applicable. Fueling Areas. The permittee shall minimize contamination of stormwater from fueling areas through implementation of control measures, such as the following, where feasible: Covering the fueling area; Using spill and overflow protection and cleanup equipment; Minimizing stormwater run-on and discharges to the fueling area; Using dry cleanup methods; and Treating or recycling collected stormwater. Above Ground Storage Tank Areas. The permittee shall minimize contamination of stormwater from above-ground storage tank areas, including the associated piping and valves, through implementation of control measures, such as the following, where feasible: Regularly cleaning these areas; Explicitly addressing tanks; Piping and valves in the SPCC program; Minimizing stormwater discharges from adjacent areas; Restricting access to the area; Inserting filters in adjacent catch basins; Providing absorbent booms in unbermed fueling areas; Using dry cleanup methods; and Permanently sealing drains within critical areas that may discharge to a storm drain. Employee Training. Employee training shall include the following areas, at a minimum, as topics for applicable personnel: Spent solvent management; Spill prevention and control; Used oil management; Fueling procedures; and General good housekeeping practices. Sector Specific Inspection Requirements. There are no additional inspection requirements beyond those in Part IV.A of this permit. Sector Specific Plan Requirements. Good Housekeeping. In addition to the requirements in Part VII.D.5.a, the Plan good housekeeping measures shall include the following, where applicable: Measures and controls implemented at the facility for material storage areas, including containment areas or enclosures for materials stored outdoors, in connection withAppendix I.X Part B.1.a. Monitoring Requirements. Analytical Benchmark Monitoring. There are no analytical benchmark monitoring parameters for Sector X facilities in this permit.Any additional monitoring and reporting requirements shall be based on the nature of activities at the facility and the facility stormwater discharges, in accordance with Part V.D.2. Numeric Effluent Limitation Monitoring. There are no numeric effluent limitation parameters for Sector X facilities in this permit.Any additional monitoring and reporting requirements shall be based on the nature of activities at the facility and the facility stormwater discharges, in accordance with Part V.D.2.
