subject to HW TSDF.•In good condition.•With no severe rusting, apparent
structural defects or deterioration.•Not leaking.•Closed during storage.

or by an employee.•Transporting ≤55 gallons at any

Tolling arrangements:•If the used oil is reclaimed under a
contractual agreement under
which reclaimed oil is returned by
the processor/re-refiner to the
generator for use as a lubricant,
cutting oil, or coolant, in the
generator’s transportation vehicle.

Used oil transporters shall deliver all
used oil received to a permitted:•Used oil transporter;•Used oil processing/re-refining
facility;•Off-specification used oil burner
facility;•Used oil transfer facility; or•An on-specification used oil burner
facility.

DOT requirements:•Used oil transporters shall comply
with all applicable requirements
under the U.S. Department of
Transportation regulations in 49
CFR 171 through 180.•Persons transporting used oil that
meets the definition of a hazardous
material in 49 CFR 171.8 shall

regulations in 49 CFR 171 through
180.

Used oil discharges:•In the event of a used oil discharge,
a transporter shall comply with the
Emergency Controls requirements.•Immediate action.•Emergency control variance.•Release cleanup.•Reporting.

Labeling:•Bulk transportation:•Mark all vehicles with the
words "Used Oil“ (both
sides);•Clearly visible;•In letters at least two inches
high.
•Non-bulk transportation:•Label individual containers
with the words “used Oil.”

Acceptance:•Keep a written record of each used
oil shipment accepted for
transport.•Can be a log, invoice, manifest, bill
of lading, or other shipping
documents.

years.•At a specified facility approved by
the Director.

Annual Reporting (Transporters and
permitted facilities):•Submit annually by March 1 to the
Director.•Consistent with the registration
and permitting of used oil handlers'
requirements (R315-15-13).•May use Annual report form
(combined)
Notification
EPA Identification numbers
(Transporters and permitted
facilities):•Comply with the notification
requirements of RCRA section
3010 and obtain an EPA
identification number by
submitting either:•A completed EPA Form 8700-
12; or•A letter to the Division
requesting an EPA ID number.

Certification (Off-specification burner):
Before accepting the first shipment of
off-specification used oil fuel, the
burner shall provide a one-time
written and signed notice certifying
that:•The Director has been notified of
location and general description of
management activities.

Before accepting the first shipment… •The off-specification used oil will
be burned only in an industrial
furnace or boiler identified in
R315-15-6.2(a).

Before directing the first shipment of
off-specification used oil fuel to a
burner, it shall obtain a one-time
written and signed notice from the
burner certifying that:•The Director has been notified of
the location and general
description of used oil
management activities.

Before directing the first shipment…•Has obtained an EPA identification
number.•Is permitted as an off-specification
used oil burner (Utah).•The off-specification used oil will
be burned only in an industrial
furnace or boiler identified in
R315-15-6.2(a).

Maintained at the permitted facility or
other location approved by the
Director, for three years from:•The date the burner last
receives shipment of off-
specification used oil.•The date the last shipment of
off-specification used oil is
shipped to the burner.

Keep a written operating record at
the facility, with information as it
becomes available, until closure of the
facility:•Records and results of used oil
analyses performed as described
in the analysis plan required under
the Rules.
