RE: Cells 5A and 5B Radioactive Material License Number UT 100479 Groundwater Quality Discharge Permit No. UGW370004 Amendment Request: Completion Review

Dear Mr. Bakken: In a document dated July 12, 2018, Energy Fuel Resources (USA) Inc. (EFRI) submitted an application to amend Radioactive Material License Number UT 100479 and Groundwater Quality Discharge Permit
No. UGW370004. The purpose of this amendment request is to allow EFRI to construct two additional
tailings impoundments at the White Mesa Uranium Mill. The Division of Waste Management and Radiation Control has performed a “Completion Review” of the application. In a completion review, Division staff verifies that all of the information (e.g., maps,
drawing, tables, figures, calculations, etc.) necessary for the “Technical Review” has been submitted or
is available to Division staff. Division staff has concluded that the application contains the necessary information to begin the technical review. If, during the technical review, Division staff determines additional information is required, then that information will be requested through the interrogatory process. The Division also
recognizes that the Cultural Resources Survey and the Dose Assessment that supports this application will be submitted at a later date. (Over)
