Dear Mr. Beery:
This letter provides a summary of the Corrective Action Plan (CAP) meeting about an underground storage tank (UST)
system release at the former Utah State Prison Uintah Generator, located at 14400 South Pony Express Road, Draper, Utah
(Site). The Site has Facility ID No. 4002081 , Release OFU. The conference call meeting was held on January 30, 2024.
Meeting attendees included representatives of the Division of Environmental Response and Remediation (DERR), the
Division of Fleet – State Fuel Network (SFN), the Division of Facilities and Construction Management (DFCM), and WSP USA
Environment & Infrastructure Inc. (WSP). The purpose of the meeting was to discuss a proposed corrective action for the
Site by removal of contaminated soil.
At the request of the DERR, Subsurface Investigations were conducted at the Site to determine the extent and degree of
petroleum contamination associated with the leaking diesel UST system that was closed by removal on October 5, 2022.
Findings of the investigations were summarized in a report submitted to the DERR (WSP, 2024)1. The report conclusions are
summarized as follows:
• Petroleum hydrocarbon contaminants at the Site exist in the Site soils and consist primarily of total petroleum
hydrocarbon- diesel range organics (TPH -DRO).
• The approximate horizontal extent of TPH -DRO contaminants at concentration levels exceeding the DERR Initial
Screening Level (ISL) of 500 milligrams per kilogram (mg/kg) is shown on the attached figure (excerpt from WSP,
2024).
• The approximate vertical extent of TPH -DRO contaminants exceeding the DERR ISL is approximately 45 feet below
the current ground surface.
The following were discussed in the CAP meeting:
• The DFCM is currently working to prepare the former State Prison are a, which includes the Release Site, for land
redevelopment (referred to as the Point of the Mountain plan). Demolition work at the Site have been completed ,
and the anticipated time frame to begin land redevelopment work at the site is Q4 of 2024.
• The preferred corrective action at the Site is dig and haul of the contaminated soils.
• It was recommended that land development plans that are currently being developed for the Point of the
Mountain area will be evaluated as part of the CAP development to better understand the specific land use and

potential exposure for workers at the Site. WSP will work with the DFCM to obtain the relevant information to be
presented in the CAP.
After receiving the DERR approval, WSP will prepare the CAP, to present a detailed plan and cost estimate for soil removal
and confirmation sampling at the Site. Although Dig and Haul is the preferred corrective action, other remedial alternatives
will be evaluated in the CAP.
