The Utah Asbestos Rule says it means an individual and company who contracts for hire to perform asbestos inspections, management plans, project designs, and abatement or renovation work. Asbestos professionals must be certified with the Utah Division of Air Quality (DAQ). The Steps The Details (1) An individual must attend and pass the initial asbestos course. For details about the 5 disciplines, see the Things to Remember section on the following page. A list of Utah approved training course providers can be found on the DAQ Website: 1. Go to the DAQ Website: http://asbestos.utah.gov 2. Open the Professional Asbestos Service Providers in Utah 3. Select the Training Course Providers link. Check out the training calendar under the Certification tab to see what courses are coming up in your area. (2) The individual must fill out and submit to the DAQ: • Individual certification application form • Application fee • Copy of training course certificate(s) • Citizenship form • Photograph OPTION 1 Complete the application form and pay online through the ATLAS Public Portal by following these instructions: 1. Request access to ATLAS Public Portal on the DAQ Website: http://asbestos.utah.gov Select “Request Database Access’ under ATLAS Database 2. Complete the access request form by entering your name, phone number, email, company info and selecting submit. 3. Check your email for password setup information from atlas_admin@utah.gov with instructions to setup a password containing at least 8 characters that include an uppercase letter, lowercase letter, and a number. 4. Login and complete your demolition form and pay the required fee at the ATLAS Public Portal website below: http://asbestos-lead.utah.gov UTAH DIVISION OF AIR QUALITY 2 OPTION 2 Complete the form manually by following these instructions: 1. Download the Forms from the DAQ website: http://asbestos.utah.gov Select “Forms” and find the Individual Certification Application Form 2. Pay the application fee through the DEQ Marketplace on the DAQ Website below: http://asbestos.utah.gov Select “Forms” and then select the “Pay Here” button Complete payment information and upload the completed forms from Step 1 with your payment. (3) The company must fill out and submit to the DAQ: • Company certification application form • Application fee A company can be certified for up to 5 years. If more than one year of certification is desired, please follow the instructions for Step (2) above except complete the ‘Company Certification Application’ form instead and pay the fee. (4) The individual must attend refresher courses as needed. Individual asbestos certifications expire one year after the course. To recertify with the DAQ, the individual must attend a refresher course and apply for certification. Please note that 24/7 online courses are available from some training providers. Things to Remember: ● There are five disciplines of asbestos courses, they are as follows: o Inspector – performs inspections in facilities, identifies suspect asbestos-containing materials (ACM), collects samples of ACM, determines if the ACM is friable or non-friable. The initial course is 3 days and the refresher courses are 4 hours. o Management Planner – creates and updates asbestos management plans for schools in accordance with the EPA AHERA regulations. The initial course is 2 days and the refresher courses are 4 hours. o Project Designer – creates project designs, work plans, or specifications for the removal or clean-up of asbestos. The initial course is 3 days and the refresher courses are 1 day. o Worker – uses the approved work practices to remove ACM from facilities. The initial course is 4 days and the refresher courses are 1 day. o Contractor/Supervisor – supervises a team of workers or other contractor/supervisors during the removal of ACM. Similar to a worker, but has more responsibilities. The initial course is 5 days and the refresher courses are 1 day. UTAH DIVISION OF AIR QUALITY 3 ● All individual asbestos certifications expire one year from the date of the training course. For example, if you attended an asbestos inspector course from April 13-15, 2020, then your certification will expire on April 15, 2021. After April 15, 2021, you will no longer be allowed to perform asbestos inspections until you attend a refresher course and apply for recertification with the DAQ. ● There is a one-year grace period for certifications. Taking the previous example into consideration, if your certification expires on April 15, 2021, you have until April 15, 2022 to take a refresher course (during that time period, you cannot conduct inspections). After April 15, 2022, if you have not taken a refresher course, you must retake the initial course in order to be certified as an asbestos inspector. ● All certified individuals must operate under a certified company. ● A citizenship form is required the first time an individual applies for either asbestos or lead-based paint certification. Legal aliens must provide a citizenship form each time they apply. Still have questions?
