Comment regarding NSPS and MACT Applicability: This source is subject to 40 CFR 60 (NSPS) Subpart GG and 40 CFR 63 (MACT) Subpart ZZZZ. 40 CFR 60 Subpart GG applies to "All stationary gas turbines with a heat input at peak load equal to or greater than 10.7 gigajoules (10 million Btu) per hour, based on the lower heating value of the fuel-fired." This source has two natural gas turbines that fit this criterion; therefore, Subpart GG applies to this source. 40 CFR 63 Subpart ZZZZ applies to all engines regardless of manufacturer date. This source operates an emergency backup generator engine; therefore, Subpart ZZZZ applies to this source. [Last updated January 17, 2024] 2. Comment regarding Title V Applicability: Title V of the 1990 Clean Air Act (Title V) applies to the following: 1. Any major source 2. Any source subject to a standard, limitation, or other requirement under Section 111 of the Act, Standards of Performance for New Stationary Sources; 3. Any source subject to a standard or other requirement under Section 112 of the Act, Hazardous Air Pollutants. 4. Any Title IV affected source. This source is not a major source or a Title IV affected source. This source is subject to 40 CFR 60 Subparts A and GG. The 2022 permit switched the NOx and CO limits and the permit needs to be corrected to reflect the correct permit limits. The correct limits as listed in the 2007 permit for each unit are: NOx: 9.29 lb/hr CO: 10.18 lb/hr Please let me know what needs to be done to correct this situaon. The 2022 permit was 10 year review update completed by the UDAQ.
