Hi Gary,
I've reviewed the DWSP plan updates for Lehi City's wells (Dry Creek, Airport, Gray, Mitchells Hollow, 500 West, 1200 East) that were submitted on October 28, 2021. Before I can concur the following needs addressed:
The CCRs provided in these updates only contain language that meets the public notification statement requirement, but not the public education requirement. Public notification merely informs the reader that the DWSP plan is available
for review, while public education is a management strategy used to inform uncontrolled potential contamination sources (PCSs) of the hazards associated with their PCS. Since residences with septic are listed as an uncontrolled
pollution source, we expect to see the water system distribute public education material that specifically targets septic.
To fulfil this requirement the system can include fact sheets in a bill stuffer or CCR; I've attached a septic fact sheet below. Language can also be added to the CCR to meet the public education requirement. The system can also simply
include a link on their mailers directing readers to a webpage with source protection information and PCS fact sheets. Salt Lake City has a good example of this method that you can reference here. Please distribute public education
material on septic as soon as possible and provide copies and the date it was distributed. We will need to see that the system has implemented this management strategy before we can concur with these plans.
Most systems have not been implementing their plans so plan implementation is now enforced since the re-enactment of the IPS rule in January of 2020. Lack of plan implementation is considered a significant deficiency and could
result in 25 Improvement Priority Points being assigned for failure to comply. As a courtesy, I can provide 90 days from the date of this email to address this issue, before I draft a formal disapproval letter.

I had sent this email to Gary Thomas, whom I believe originally submitted the 2020 DWSP updates for Lehi City's Wells. I haven't heard back and figured I should forward this message to you before I draft a formal disapproval. I can grant
an additional 30-day courtesy for the land management strategies to be implemented.

I apologize for the misunderstanding. Gary Thomas no longer works for the City. He retired a couple of years ago. I am not sure why he is still in the system, I thought we had updated all of that. Greg Allred is
our new Water Department Manager and he will be the one that should be receiving these correspondences.

We have added a link for our Wastewater education page to our CCR. The webpage will be completed on Monday. Can I send you a copy of the updated CCR with the link to an active page on Monday? Thank you for the extension and
patience with us as we work to meet the requirements for approval of our Source Protection plans.

Thanks. You mentioned the web page would be completed today. I need to see the actual web page to confirm that it provides information on source protection and best management practices for septic. If you can provide a link to the
actual web page by the end of the week, that would be ideal. If that is not a possibility, then I can conditionally concur if you provide an outline of the webpage that discusses/shows what will be included on the web page and specify a
date it will be active by. The condition is if the web page is not completed and in use by the next update due date, your next update will be disapproved.
