HomeMy WebLinkAboutDDW-2024-007464May 6, 2024 Chris Wall Wall Brothers 11186 South 5600 West Payson, Utah 84651 Subject:Exception to R309-515-6 (5)(iii) Well Seal Certification for Wall Brothers Well #1 (WS001); Wall Brothers, System #25189, File #13999 Dear Chris Wall: On April 10, 2024, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-515-6 (5)(iii) regarding Well Grout Seal Certification from your consultant Chris Mikell and Bowen Collins Associates. Plan Approval to construct the Wall Brothers Well #1 (WS001) was issued on April 6, 2023. This well was to be constructed of an 8-inch diameter surface casing to an approximate depth of 350 feet. The casing was to be approximately 250 feet of 8-inch diameter steel blank casing and 100 feet of 8-inch diameter knife perforated screen with the installation of certified cement grout, of the 8-inch surface casing, to approximately 110 feet. and the installation of gravel pack and certified cement grout well seal of the 8-inch diameter production casing and screen assembly. During the drilling of the well, the removal of the 12-inch diameter casing, and the installation of the sanitary seal, the driller had a hydraulic hose failure at a grout seal depth of approximately 45 feet. The outer 12-inch casing cannot be removed because it is grouted in place. Exception Request This exception request is to allow a grout seal from 50 to 105 feet (total 55 feet) in lieu of 100 feet due to equipment issues during construction that did not allow the Driller to complete the seal. The basis for your request for an exception to R309-515-6 (5)(iii)is you propose to complete grouting between the 8-inch casing and the 12-inch casing from 40 feet up to approximately 8 feet below ground surface to allow installation of a 5-foot pitless adapter. A ¼-inch thick steel plate will then be welded between the 8-inch and 12-inch casings at the ground surface. In addition, the driller’s bore log indicates that clay and “mostly clay” soils exist from a depth of 5 to 128 feet. The existing grout seal is at a depth of 50 to 105 feet and covers 50 feet of this clayey interval. Therefore, the existing seal is placed adjacent to 55 feet of low permeability clayey materials. The static water level in the well is approximately 177 feet below the ground surface. Therefore, the water table at the well site is significantly below the clay and clayey soils from 5 to 128 feet that protect the aquifer. The grout seal is in the vadose zone (unsaturated zone) about 70 feet above the water table. Pumping the well will not result in the potential to increase seepage or migration through the annular grout seal because the grout seal is separated from the water table by dry unsaturated soils. On this basis, an exception to R309-515-6 (5)(iii), Well Seal Certification, is hereby granted for Wall Brothers Well #1 (WS001). Take one bacteriological sample per month at water source Wall Brothers Well #1 (WS001) prior to treatment. The purpose of this source sampling requirement is to gather data to evaluate the quality of this source. This source sampling requirement shall begin June 2024 and extend at least 12 months for each month the well is in operation and accessible, sufficient to cover two peak (or summer) operating seasons. The Division may evaluate the source sampling requirements after 12 months based on the data available at that time. Label all source samples with Wall Brothers Well #1 (WS001) as the sampling location and facility code. In the result of a positive sample, please contact Sitara Federico at (385) 515-1459 or sfederico@utah.gov within 24 hours of notification from the lab. Also, contact Sitara Federico for any related questions to this source sampling requirement. This exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception. Please maintain a copy of this letter with your permanent records for future reference.
