Dear Mayor Mike Farrar:The Division of Drinking Water (the Division) received the amended plans and specifications for the Cedar Point Section (Phase 1) of the Source Water Transmission
Line from Nathan Wallentine, Sunrise Engineering on March 27, 2024. Previously, the Division received the plans and specifications for the Cedar Point Source Water Transmission Line
on May 23, 2023. Written review comments were provided to you and your consultant on June 6, 2023. The Division received the revised plans and specifications on June 23, 2023. Plan approval
was initially issued on July 3, 2023. This amended project has met the conditions for receiving a plan approval for modifications to the project. This project is being amended from the
original dedicated transmission line that was approved for construction on July 3, 2023. That project’s purpose was originally to construct a dedicated water line that would tie all
of the sources together in the Big Plains SSD - Cedar Point (27089) water system and convey them to the 1 M Gal Storage (ST003) without going through the distribution system first. It
was initially sized only for that purpose;therefore the approved construction was for 2,120 linear feet of 3-inch diameter HDPE Class 300 pipe and 2,590 linear feet of 4-inch diameter
HDPE Class 300 pipe. This amended project now has the purpose of not only being able to tie all of the water sources together but will also be extended west to allow for a connection
to a water line that will come from the Big Plains SSD - Apple Valley (27069) water system and provide a redundant source of water due to the water quality issues with the Cedar Point
wells. This amended project entails the construction of 5,145 linear feet of 8-inch diameter PVC DR 18 C900 pipe and 1,300 linear feet of 4-inch diameter PVC DR 18 C900 pipe. This will
also include appurtenance valves and fittings.
We have completed our review of the plans and specifications, stamped, and signed byNathan Wallentine, P.E., dated March 27, 2024, and find they basically comply with the applicable
portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for the Amended Cedar Point Section (Phase 1) Source Water Transmission Line
are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before this water line may be put into service. A checklist outlining the items required
for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction of this project.
As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division.
We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.SRF FundingThe project, as described
herein, is generally eligible for assistance under the federal Drinking Water State Revolving Fund (DWSRF) Financial Assistance Program. All change orders must be reviewed and approved
for compliance with the Drinking Water Rules, the conditions of this construction approval, and the DWSRF Program’s financial assistance requirements.This project is also required to
comply with provisions outlined in the Davis-Bacon Wage Act, American Iron and Steel requirements, Build America Buy America Act requirements, and National Environmental Policy Act requirements,
