Dear Mr. Dettenmaier,

The Division of Air Quality (DAQ) has received your letter dated September 22, 2023, concerning the
approval of three (3) temporary rental boilers at the Hill Air Force Base, Main Base. The DAQ has
determined that the use of the rental boilers is allowed under the following conditions:

1. The rental boilers shall only be used during the replacement of boilers in building 260 at the Main
Base.
2. The rental boilers may be used in conjunction with new boilers for testing as needed to verify
operational functionality.
3. The operator shall maintain daily operating records of the rental boilers.
4. Usage of the rental boilers shall not exceed 18 months.
5. Weekly opacity observations shall be conducted to ensure visible emissions do not exceed 10%
opacity.
6. The rental boilers (3) shall not exceed 99.8 MMBtu/hr capacity (each) and have a NOx emissions
rating of 9 ppm manufacture guarantee.
