Re: Kilgore Contracting – Modification to Temporary Relocation DAQC-150-24 – Additional
Crusher – Utah County
Your request dated April 18, 2024, to add a crusher to the temporary project for Kilgore
Contracting’s Highland Pit, located at 4600 West 11200 North, Highland, UT, was received by the
Utah Division of Air Quality (DAQ) and has been reviewed.
The following equipment has now been approved for operation for this temporary project:
Astec CS3055 jaw crusher
Metso HP3 cone crusher
8 x 20 screen
Caterpillar XQ570 569 kVA generator
The State of Utah has permitted portable equipment for Kilgore Contracting on the Approval
Order DAQE-AN129310019-18 dated April 12, 2018. The above location is a permanent
aggregate processing operation with established operation hours and rolling production limits. All
equipment operating at this location must be in accordance with the current AO for this address
DAQE-AN114360002-16 dated March 7, 2016. The production of aggregate and hours of
operation from this temporary project when combined with the permanent equipment’s production
and hours of operation cannot exceed the 12-month rolling limits as per Conditions II.B.2.a
through II.B.2.b.1 of this AO. It is understood that the equipment associated with the concrete
batch plant referenced by Conditions II.A.10 through II.A.12, as well as the 200 ton per hour
track-mounted jaw crusher referenced by Condition II.A.8, will not be operated during the
temporary project. The generator engine shall operate as per Conditions II.B.10.a through
II.B.10.c.1 of the portable AO DAQE-AN129310019-18.

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date that began with
the equipment authorized on the Relocation Letter DAQC-150-24.
The owner/operator shall maintain records of the actual operation hours, days and production rate,
of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Federal New Source Performance Standards Subpart OOO requires that initial Method 9
observations be performed for all applicable portable crushers, screens, and attached conveyors.
Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after
April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep
maintenance records to ensure proper spray bar operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction
requirements for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hello, as stated in a voicemail I left for you this morning - I think it makes the most sense to add the proposed crusher (submitted
as a TRP on April 11), as a "Modification of additional equipment to DAQC-150-24". This way it doesn't appear as though the
DAQ is adding new operating conditions beyond what we authorized last February.
Let me know if you don't believe that a modification is the best way to address the added crusher. Thanks

will still be running on site and the CS 3055 Crusher is in addition to that equipment. As mentioned in that TRP,
the concrete batch plant and the 200 tph track mounted jaw crusher will not be operated or on site at any point
during this temporary project.
