Condition II.B.2.a – Box Elder County Condition II.B.2a of the Title V permit #300036004 states: “If a propellant or a munition that is not a Hazardous Class 1.1, 1.3 or 1.4 is to be detonated or burned prior approval must be obtained from the Director.“ On March 6, 2024, the Division of Air Quality received an electronic letter requesting approval to open detonate small quantities (less than 1 pound per event) of Hazard Class 1.2 on an occasional basis (less than 4 times per year). The items requested for immediate disposal for safety reasons are two (2) 10 pound net explosive weight rocket igniters. Hill Air Force Base is hereby approved to perform this small quantity open detonation as described in your letter. This approval is valid for calendar year 2024. Box 144820 Salt Lake City Utah 841 14-4820 Dear Director 22 January 2024 UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY JAN 2 '2 2024 OlVIS\ON OF AIR QUALITY Hill Air Force Base (AFB) is submitting this request in accordance with the Utah Test and Training Range Title V Operating Permit #300036004 Condition 11.B.2.a, "The permittee shall destroy missile motors containing Hazard Class 1.1 propellant, munitions containing Hazard Class 1.1 energetic materials, Class 1.3 energetic materials, and/or Class 1.4 energetic materials by open detonation or open burning. If a propellant or munition that is not a Hazardous Class 1.1, 1.3 or 1.4 is to be detonated or burned , prior approval must be obtained from the Director." Hill AFB has purpose and need to request for immediate disposal, for safety reasons , two (2) 10- pound net explosive weight rocket igniters. This request is similar to the attached approval DAQC-1289- 22 to perfonn a small quality open detonation in 2022 and we respectfully request a response from the Director approving the open detonation of the small quantity of Hazard Class 1.2 items in 2024. The Department of Transportation defines Hazard Class 1 Division 1.2 as non-mass explosion, fragment producing.
