Army Dugway Proving Ground (DPG) Title V Operating Permit (TVOP) Number 4500003005 issued by the State of Utah Division of Air Quality (UDAQ), sets DPG's operating requirements in accordance with Utah Administrative Code and 40 Code of Federal Regulations. TVOP condition 11.8.11.b.3 "Outdoor Test and Training" requires DPG to submit quarterly reports containing test and training operations which resulted in the release of criteria and hazardous air pollutants (HAPs) into the atmosphere. This quarterly outdoor test and training report contains emission calculations based on releases that occurred during test and training operations conducted throughout the 2nd quarter (OTR) of fiscal year 2024 (FY24), January 1,2024, through March 31,2A24. The Quarterly Report is presented in the following sections: . Section 2 - Test Operations o Section 3 - Training Operations . Section 4 - Summary Criteria and Hazardous Air Pollutants o Section5-References 2.0 Test Operations This section describes test operations resulting in the release of criteria pollutants; particulate matter (PMro/PMz.s), nitrogen oxides (NOx), sulfur oxides (SO*), carbon monoxide (CO), volatile organic compounds (VOC), lead, and total HAPs into the atmosphere during 2nd QTR FY24. The following information is provided for each test: . Name and brief description of test operation. o Purpose of the test operation. o Start and end dates of test operation. o Names (common and chemical names) and quantities of each criteria pollutant and total HAPs released. 2.1 U.S. Air Force Emergency Management Test DPG conducted sprayed and explosive dissemination during the U.S. Air Force (USAF) Emergency Management Test to simulate an attack on an airfield. This dissemination allowed USAF Emergency Managers to develop and validate their tactics, techniques, and procedures for analyzing the scene, detecting contamination, and taking samples. This test included a single event occurring on January 29,2024. The name (common name) and quantity of the materials released during this test operation have been provided in Table 1. When applicable, munitions and energetic material, are listed by their designated Department of Defense ldentification Code (DODIC), followed by their Department of Defense (DoD) nomenclature. Materials and the DODIC number listed in Table 1 were converted to their criteria pollutant and HAP values using Environmental Protection Agency (EPA), Air Pollutant (AP)-42 emission factors and EPA's Emission Factors for the Disposal of Energetic Materials by Open Burn/Open Detonation (OB/OD) or by use of mass balance. Table 2 below represents the release of criteria pollutants and HAPs in pounds during the USAF Emergency Management Test. 3.0 Training Operations This section describes training operations resulting in the release of criteria pollutants or HAPs into the atmosphere during 2nd QTR FY24. The following information has been provided for each training operation: o Name and brief description of test operation. o Purpose of the test operation. o Start and end dates of test operation. o Names (common and chemical names) and quantities of each criteria pollutant and total HAPs released. Energetic materials are detonated in small-scale quantities to demonstrate visual signatures and effects. This training course includes two events occurring on January 19, 2024, and March 8, 2024. Names (common and chemical names) and quantities of each material released during this test operation are provided in Table 3. When applicable, materials released such as smoke, obscurants and delivery systems, munitions, and incendiary devices, are listed by their designated DODIC number followed by DOD nomenclature in tables below. Table 3: Mateialreleases - CEC Materials and the DODIC number listed in Table 3 were converted to their criteria pollutant and HAP values using EPA, AP-42 emission factors and EPA's Emission Factors for the Disposal of Energetic Materials by (OB/OD). The munitions listed in Table 5 were converted to their criteria pollutant and HAP values using EPA, AP42 emission factors and EPA's Emission Factors for the Disposal of Energetic Materials by OB/OD. lf emission factors were unavailable a surrogate was used.
