Dear Mr. Bird,
Kennecott Utah Copper, LLC (Kennecott) is submitting this letter to provide
informantion regarding a potential administrative deviation. Condidition 11.8.44.a.1
of Kennecott's Title V Operating Permit specifies that, 'During any period that an
emergency generator is operated for longer than 12 hours consecutively, a visual
obseruation of that generator's exhaust shall be made by an indivdual trained on
the observations procedures of 40 CFR 60, Appendix A, Method 9....".
Due to the scheduled Refinery shutdown which started on 51112023 and ended
91512023. The generator ran for 24 hours between 511612023 through 61612023
without a visual observation being completed. The power was locked out to the
Precious Metals plant due to scheduled maintenance projects. The Precious
Metals generator ran to support essential equipment like lights, agitators, and
maintenance equipment during the work.
The Refinery is currently working on training to inform operations of the
requirements associated with the generator. The refinery is also working on
signage for operations to notify the environmental team when the generator is
running.
Based on information and belief formed after reasonable inquiry, the statement
and information contained in this document are true, accurate, and complete
(R307-415-5d).
