Inspection Items: Annual Radiation and Respiratory Protection Training Inspection Dates: February 20 & 21, 2024 Inspectors: Ryan Johnson, Utah Division Waste Management and Radiation Control (DWMRC) Personnel Contacted: Garrin Palmer, Radiation Safety Officer (RSO) Charmaine Weyer, Chief Chemist Governing Documents: UAC R313-15 Radioactive Materials License (RML) UT1900479 Applicable Mill procedures and manuals Opening Meeting Energy Fuels Resources: Garrin Palmer, RSO Utah DWMRC: Ryan Johnson (Health Physics Inspector) During the opening meeting, the inspector discussed the inspection items and documentation to be reviewed during the inspection. The main portion of the Mill was not in operation during this inspection. However, the Mill is bringing in ore from its mines and storing it on its ore pad. The Mill staff reminded the inspectors of the safety requirements for the Mill. DRC Meters Used Model Serial Number Calibration Due Date Dose Rate Bicron B789W 6/11/2024 Inspection Summary The inspection consisted of a RSO interview, reviewing applicable documentation, and a mill tour. The following discussion provides more detail of the specific items reviewed. Mill Tour:The Inspector walked through the restricted area on a general site tour. The tour included the ore pad, the mill, the alternate feed circuit, and the solvent extraction (SX) building. Observations: The DWMRC inspector observed: Proper PPE was being worn by Mill employees within all observed areas of the Mill; Proper Radiological Postings were being used within all observed areas of the Mill. The following areas were posted as “Radiation Areas”: o Chemours Monazite Ore; o Silmet Alternate Feed; o Leach Tank #1; and o Leach Tank #5; OSL badges were appropriately being used by all observed employees at the Mill; and Ore samples from the Japanese Atomic Energy Agency (JAEA) has arrived. Approximately 562 drums were received. After confirming with the Mill staff, it is believed this is all the material expected from the JAEA. Documentation Review: The Inspector reviewed applicable documentation. Observations: The DWMRC inspector reviewed: Training documents from 2023 and 2024 refresher training. These documents included: o Outline from the 2024 Annual Radiation Safety Refresher training; o Radiation Safety and Respiratory Protection Exams; o Attendance Sheets from the 2024 Annual Radiation Safety Refresher training; o Initial/Refresher Training record forms; o Personnel Monitoring; o Prenatal Training Form; o Safety Training for Delivery Personnel form; and o Hazard Recognition Training-White Mesa Mill form (for visitors). In addition to Full time Employees, the Full new hire training was also given to: o Temporary Employees; o Contractors; and o Department of Energy Personnel. Deficiencies: None Item 3. RSO Interview: 3 of Page 4 U:\RAD\COMMON\Uranium mills\UT1900479 EnergyFuels Res - White Mesa UMill\HP Inspection modules\2024\2024 Inspection Reports\Inspection Report RADMOD-Training 02-20-24.docx Observations: The DWMRC inspector discussed the following with the Mill’s RSO: The RSO is required to do refresher training every two years. The Inspector obtained copies of Garrin Palmer’s latest RSO training certificate. The RSO and all of the radiation safety technicians (RSTs) have been appropriately trained and have relevant additional training for their positions. Examples of training that they have had include: Radiation Safety Officer Training (RSO and Designee); Transportation of Radioactive Material (Radiation Safety Staff); Dosimetry (Radiation Safety Staff); and Instrumentation (Radiation Safety Staff). The Inspector determined that the training received by the Radiation Safety Staff is appropriate for the jobs they are responsible for and has been done at the appropriate refresher intervals. There are not any new Radiation Safety Staff hired since the last inspection. Deficiencies: None Item 4. Annual Refresher Course: Due to conflict in schedules between the Mill and the Inspector, the Inspector was not able to observe the Mill’s annual radiation safety refresher training during this inspection.
