Dear Ms. Weinel: The Division of Waste Management and Radiation Control (Division) has reviewed the Energy Fuels Resources (USA) Inc.’s (EFRI) October 4, 2023, Transmittal of Revised Spill Prevention, Control, and
Countermeasures Plan (SPCC) for White Mesa Uranium Mill (dated September 8, 2023). The EFRI
transmittal includes redline strikeout and clean versions of the document. Per the EFRI transmittal, the revisions include changes made to “Division of Waste Management and Radiation Control (“DWMRC”) phone numbers.” The Division notes that the spill incident external
notification phone number for the State of Utah was updated, and the State of Utah 24-hour Reporting
spill incident external notification phone number was added. Both changes were in Section 8.1 of the SPCC. Based on the review it appears that the changes made are appropriate and reasonable, and the revised
September 8, 2023, SPCC is hereby approved.
