Dear Ms. Weinel: On August 29, 2023, the Division of Waste Management and Radiation Control (Division) completed the field inspection of the 2023 Annual Tailings System Wastewater Monitoring Event by Energy Fuels
Resources (USA) Inc. (EFRI). This inspection also included the collection of a split-sample by the
Division of tailings wastewater in the Tailings Cell 2 Slimes Drain. The inspection was based on compliance with the following:
• White Mesa Uranium Mill Groundwater Quality Assurance Plan (QAP). Revision 7.7 dated
February 15, 2022. • Groundwater Discharge Permit Number UGW370004 (Permit). Permit version that was signed on March 8, 2021. • Tailings and Slimes Drain Sampling Program (Sampling Plan) Revision 3.0 dated July 8, 2016.
The findings of this inspection and results of the analytical analysis for the Division split sample of the wastewater in Tailings Cell 2 Slimes Drain will also be included as part of the review to complete the inspection for the Annual Tailings System Wastewater Monitoring Report due December 1, 2023.
Based on Division staff observation of EFRI staff performing the sampling and monitoring on
August 29, 2023, it appears that the staff is in compliance with field sampling requirements in the Permit, QAP, and Sampling Plan. This letter constitutes a closeout of the August 29, 2023, Annual Tailings System Wastewater Monitoring Event.
