Dear Mr. Chalmers: The Division of Waste Management and Radiation Control (Division) establishes fees and conducts periodic
reviews of those fees to ensure that the costs of our programs are covered. An evaluation of the Uranium Mill program revealed that the fees currently collected are insufficient to cover program expenditures. Factors contributing to the discrepancy include elimination of the ability to subsidize program appropriations as well as increases in personnel and other direct expenses. The Division determined that a fee increase is necessary to enable continued implementation of the Uranium Mill Program.
Therefore, the Division is proposing to increase the source material license fees for uranium mills and commercial sites disposing of or reprocessing byproduct material for the first time since 2018 (fiscal year 2019). If approved, this fee increase will go into effect July 1, 2024.
To coordinate and communicate the proposed program fee changes, we are inviting you to participate in a stakeholder meeting. This hybrid meeting may be attended in person at our Salt Lake office or virtually
via google meets for your convenience.

Following all stakeholder meetings, we will evaluate any input and then the proposed fee schedule will become available for a 30-day public comment period beginning in late August (final date to be determined). Following the public comment period, a public hearing will be held. The final proposed fee schedule will be submitted for Legislative approval during the 2024 General Session.
We recognize the importance of this effort and the value of reaching out to all those who have a vital role in Utah’s Uranium Mill Program.
