EXECUTIVE SUMMARY
Underwood Environmental Consulting, Inc. (UEC) has been retained by Mr. Vance Nielson (JVP, Inc.) to
conduct abatement activities at the K & C Trading Post Sinclair station (project site). The project site is
located at 161 East Main Street in Bluff, Utah. Abatement activities were performed in March 2024 to
remove impacted soils resulting from a leaking fiberglass gasoline underground storage tank (UST).
Abatement activities were performed during the removal and replacement of the UST fueling system. The
K & C facility is the only operating retail gas station in the town of Bluff.
The following summary of events and conclusions are based on field observations, and the soil analytical
results obtained during abatement activities:
• On September 18, 2023 a release was reported based on a failed automatic tank gauging (ATG) test.
The release was confirmed by a certified tank tester and the leaking premium gasoline UST
compartment was emptied of fuel. The regular gasoline UST compartment remained in service.
• In February of 2024 a subsurface investigation was performed resulting in the installation of four
monitoring wells to depths of approximately 25 feet. Approximately 0.65 feet of free product
(gasoline) was detected in groundwater at a depth of 19.3 feet in MW-3.
• In order to minimize down time for the fueling station the abatement plan was scheduled the week
prior to the arrival of a new replacement UST. On March 6th, 2024 the entire UST system was
removed and on March 13th, 2024 the new tank arrived and installation began.
• Excavation of impacted soils commenced during the UST removal on March 6th, 2024. Excavation
activities were severely limited by the proximity of the canopy structure to the south and overhead
power lines and utilities to the north.
• Between March 6th and March 11th approximately 862 tons of impacted soil was excavated and
hauled to a land farm location south of Monticello, Utah. To the extent possible, lesser impacted
soil (overburden) was segregated and hauled to a gravel pit a few miles from Bluff.
• Soil sampling was performed prior to and during the UST removal and during abatement activities.
Sampling was limited in the west portion of the excavation due to collapsing sidewalls. Floor
samples were acquired throughout the length (east-west) of the excavation and from the sidewalls
of the east portion.
• Analytical results from soil samples acquired indicate that six of seven floor samples (13-14 feet
deep) were below ISLs and all seven sidewall samples (8-12 feet deep), taken from the central and
east portions of the excavation, were below ISLs.
• Data from the subsurface investigation (Feb 2024) identified a substantial clay layer at 13-15 feet
which partially inhibited downward migration of impacts to the groundwater at 19-20 feet. However,
groundwater impacts were documented in the investigation suggesting the clay layer was permeated.

Based on the summary points presented above, UEC recommends additional investigation and monitoring
well installation. This should be followed by a high vacuum extraction event, utilizing select wells, to
remove free product and vapor phase hydrocarbons from the subsurface. This recommendation is largely
based on the environmental sensitivity of the project site including two on-site artesian wells.

1.0 INTRODUCTION
Underwood Environmental Consulting, Inc. (UEC) has been retained by Mr. Vance Nielson (JVP, Inc.) to
conduct abatement activities at the K & C Trading Post Sinclair station (project site). The abatement was
approved under work plan OIV-02 and amendments. Public notification was initiated on February 12th,
2024. The project site is located at 161 East Main Street in Bluff, Utah. Abatement activities were
performed in March 2024 to remove impacted soils resulting from a leaking fiberglass gasoline
underground storage tank (UST). Abatement activities were performed concurrent with the removal and
replacement of the UST fueling system.
2.0 BACKGROUND
The K & B Trading Post facility has occupied the same location for several decades. The facility contained
a former UST fueling system which was removed on November 27, 1995. A release (EJHB) was issued
based on one UST closure soil sample with hydrocarbon concentrations above detection limits. Release
EJHB was subsequently closed on February 8, 1996. According to DERR records the two 6000 gallon
steel gasoline USTs were 10 years old at the time of removal. The removed UST system was replaced in
the same month (November 1995) with a 15,000 gallon fiberglass compartmental UST. New dispensers,
lines and a canopy were also installed at that time. The canopy was installed after the new UST system
was installed, according to the facility owner.
On September 18, 2023 a release was reported to the Utah Division of Environmental Response and
Remediation (DERR) based on the automatic tank gauging (ATG) test which alarmed the facility owner
that the 5000 gallon premium gasoline compartment was losing fuel. The DERR opened a release code
OIV for the site. The release was confirmed by a certified tank tester and the leaking premium gasoline
UST compartment was emptied of fuel. A vacuum test was performed on the empty compartment and
acoustical methodology indicated a slow ingression of water in the lower portion of the compartment. The
remaining 10,000 gallon regular gasoline UST compartment passed the tank test and remained in service.
It should be noted that the K & C Trading Post Sinclair is the only operating retail fueling facility in the
town of Bluff, Utah. The facility owner promptly ordered a new replacement tank and contracted the
installation of a new fueling system.
In February of 2024 an initial subsurface investigation was performed across the project site resulting in
the installation of four monitoring wells to a depth of approximately 25 feet. Soil and groundwater samples
from MW-1 (east of the UST) exceeded Tier 1 levels while a monitoring well southwest of the UST (MW-
3) contained 0.65 feet of free product. A substantial clay layer was contacted in each boring at about 13 -
15 feet below grade. The groundwater was contacted at a depth of 19-20 feet (below the clay layer) in a
sand and gravelly-sand zone. The groundwater gradient was determined to be very low (.001 ft/ft) towards
the southwest.
On March 6, 2024 the UST and ancillary piping were removed. On March 13, 2024 an upgraded double
walled fiberglass compartmental UST of the same size and capacity was installed. An Abatement was
performed during UST removal and replacement activities resulting in the removal of approximately 862
tons in gasoline impacted soil.

3.0 SITE DESCRIPTION
The project site is located in San Juan County, Utah in the town of Bluff, population 320 (2000 census).
Bluff is located in the sparsely populated four corners region in southeast Utah within the Colorado Plateau
Province. The town is nestled between sandstone cliffs and the San Juan River. The site is located on the
south side of Highway 191 adjacent to Cottonwood Wash to the east at an elevation of approximately 4,320
feet. The San Juan River is located approximately 3400 feet south of the site. The surface topography
slopes gently to the south towards the river. Groundcover consisted of of asphalt pavement, concrete,
gravel, and landscaping. The Recapture Lodge hotel borders the site to the east while a public laundromat
is located to the northwest across Hwy 191. The project site contains a fueling station (Sinclair), a
convenience store (K & C Store) and a hotel (Kokopelli Inn). A residential dwelling is located south of the
store. Utilities border the site to the north along Main Street (water, phone/communications and overhead
power). Power is connected to the facility by overhead lines. Culinary water is connected underground to
the hotel and which feeds into the store. There is no municipal sewer or natural gas. A propane tank located
south of the store supplies the store and hotel. Septic systems are located south of the hotel and store. A
storm drain inlet box exists in the northwest corner of the store and drains towards the southwest daylighting
west of the hotel.
Two artesian wells are located on site. The wells are listed under water rights number 09-196. Well #1 is
located due north of the Kokopelli Hotel on the west side of the site. Well #2 is located on the east side of
the site near the Recapture Lodge. Well #1 is currently shut in and was used primarily for irrigation,
according to the owner. Well #2 feeds a yard hydrant at the northeast corner of the store and is also shared
with the Recapture Lodge. Well #2 is currently in use.
An above ground 2000 gallon diesel tank is located east of the store. The diesel tank has no underground
piping. The underground storage tank (UST) system, removed on March 6, 2024, contained one 15,000
gallon compartmental fiberglass tank which fed two dispensers under a canopy structure. The UST
contained a 5,000 gallon premium unleaded gasoline compartment and a 10,000 gallon unleaded gasoline
compartment.
4.0 SOIL ABATEMENT ACTIVITIES
4.1 Canopy Support System
Due to the proximity of the canopy structure to the UST a canopy support system was necessary for
excavation safety and to preserve the canopy. The canopy columns/footings were located 15 feet from the
center line of the UST. The general contractor (Sonderegger, Inc.) designed and constructed a temporary
support system which connected steel beams from the canopy columns to concrete anchors placed south of
the structure. The support system was installed prior to excavation activities.

4.2 UST Removal and Excavation
The excavation work began on March 5th 2024 with removal of shallow clean overburden and deeper
impacted soil adjacent the UST. The UST was removed on March 6th 2024 and abatement activities
continued through March 13th 2024 when the new UST was installed. Impacted soils, based on screening
with a calibrated Photo Ionization Detector (PID), was contacted around 5-6 feet below grade and extended
to a stiff clay layer at 13-14 feet. Once the UST was removed it was inspected and hauled to the San Juan
County Landfill. The UST inspection was inconclusive as to the cause of failure. Excavation began in the
west side of the UST excavation. Soil Samples were obtained from the clay layer at the bottom or floor of
the excavation as part of the tank closure sampling. Mr. David Wilson (DERR UST Scientist) was on site
for the tank removal and sampling. The excavation extents were limited in the north and south directions
by the existing canopy and overhead power lines / utilities along Main Street (Hwy 191). Overhead power
lines also limited excavation to the west. Soon the only feasible approach to access targeted soils was from
the east side. The Trackhoe created a ramp to enter the excavation from the east end and scraped excavated
soils along the clay layer up the ramp and then placed them in a stockpile. A large loader and other heavy
equipment were used to transfer the stockpiled soil to the truck loading area on the east side of the site.
During this process the sidewalls in the west portion of the excavation started to collapse spontaneously.
The excavation work was ceased to avoid further collapse. Excavated soils were loaded into trucks and
hauled to the disposal location. The resulting excavation exposed the canopy footing on the east side but
the support system held the structure in place. A sign was undermined on the north side and underground
utilities were at risk. The general contractor arranged for an emergency backfill of the west portion of the
excavation on the following day. On March 7th Rock Chuckers, LLC mobilized an aggregate conveyor
system to the site. Gravel, delivered to the site by Sonderegger, was “sprayed” into the excavation
stabilizing the sidewalls and covering the exposed canopy footings. During the process the soils which fell
into the excavation were carefully removed and placed into the stockpile area.
Soil screening and observation during the excavation process was performed. Gravel and silty sand
immediately below the former UST appeared saturated with a water and fuel mixture. The water was
assumed to be surface water perched on top of the clay layer and was only a few inches deep. Pumping of
the water was not feasible and the liquids were mixed with the dryer soils during excavation. There were
no free liquids in the stockpiled soil which was hauled away. PID reading were obtained from grab samples
obtained from the stockpile during the entire abatement process. Readings varied from 6 ppm to over 1200
ppm averaging around 600 ppm. At times the gasoline fumes at the surface were excessive and a vapor
suppressant product was used. Microblaze Emergency Liquid Spill Control was sprayed onto excavated
soils which dramatically reduced ambient vapors and odors in the working area. Random grab soil samples
from the stockpile were acquired and later analyzed by the laboratory.
On March 7th, After the west end on the excavation was secured, excavation of impacted soils continued.
The Microblaze product was applied more or less continuously as impacted soils were generated. Soils
were hauled to the disposal location (land farm south of Monticello) throughout the day resulting in 538
tons (18 truck and pup loads) of impacted soils hauled in two days. The excavation was secured for the
weekend with fencing and jersey barricades. Soil samples obtained up to that point were transported to
Saly Lake City for laboratory analysis.

On March 11th excavation continued in the east direction. Soils in the sidewalls were reasonably stable
allowing for confirmatory soil sample acquisition. When the excavation reached the point which would
have been the east end of the UST and failed premium gasoline compartment, PID levels in ambient air
became extreme. Screening of stockpiled soils indicated a “hot spot” east of the former tank extending east
about 15 feet towards monitoring well MW-1. The excavation continued eastward until PID screening
indicated that the east extent of impacts had been removed. Unfortunately monitoring well MW-1 was
destroyed. Several confirmation samples were, however, obtained from the area. A total of 11 loads of
impacted soil were hauled to the landfarm and eight loads, mostly overburden, were hauled to the clean
location. The project totals for impacted soil excavated and hauled to the landfarm was 862.44 tons and
clean soil hauled away totaled 431 tons.
On March 12th plans were formulated to relocate the new UST further east due to the emergency backfilling
of the west end on the excavation. The tank installation crew began preparations for the arrival of the new
UST on March 13th. During the tank installation two 4” diameter PVC well screens were installed inside
the excavation adjacent the new tank for future use as extraction and/or monitoring wells. The well
casings/screens would be used as raceways or manways to accommodate the drilling and installation of 2”
diameter wells to depths of 25 feet without endangering the new tank or ancillary piping and conduits. The
4” wells were completed with traffic rated manholes at the surface once the area was resurfaced. Other
areas which may be used as future treatment or monitoring well drilling locations were identified during
the UST System installation by carefully documenting the location of piping and electrical lines.
During the UST installation process UEC inspected the site and met with the general contractor to document
and determine areas that were damaged by the abatement activities and would therefore need be resurfaced
to restore the property back to its original condition. The owner and general contractor opted to use concrete
over areas which were originally asphalt in part due to the lack of nearby asphalt plants. Areas which were
originally asphalt would, however, have to be reimbursed at the general contractors approved unit rates for
asphalt per DERR reimbursement rules.

4.3 Soil Sampling
Soil samples were collected from the sidewalls and bottom of the excavation, as feasible, to determine the
levels of residual petroleum hydrocarbon contamination remaining in place (Figure 4). The soil samples
were collected by directing the trackhoe operator to dig in a particular location. The soil samples were then
obtained from the teeth of the trackhoe bucket, placed in laboratory-supplied, glass jars, appropriately
labeled, placed on ice, and transported to the laboratory for analysis. The samples were collected by a State-
certified soil and groundwater sampler.
A total of six soil samples were obtained from the floor of the excavation and below the two dispensers
during the approved UST closure sampling. Tank closure sampling locations were agreed upon and
approved by an on-site DERR inspector. A total of eight random grab soil samples were acquired from the
stockpiled soil removed from the excavation for laboratory analysis. These were in addition to PID
screening samples which were not analyzed. The stockpile samples were labeled SP-01 through SP-8. A
total of ten confirmation samples were acquired from the floor and sidewalls of the excavation. These
samples were labeled CS-01 through CS-08 with sample depths specified. The majority of confirmation

samples were obtained from the central to eastern portions of the excavation due to the sidewall collapse
event on March 6th.
The soil samples were analyzed using U.S. Environmental Protection Agency (EPA) method 8260D for
methyl tertiary-butyl ether (MTBE), benzene, toluene, ethylbenzene, xylenes, naphthalene (BTEXN),
method 8260B/C for total petroleum hydrocarbons - gasoline range organics (TPH-GRO), and method
8015C for TPH-diesel range organics (TPH-DRO). Chain of custody documentation was maintained for
all samples from the time of collection until delivered to the laboratory.
4.4 Analytical Results of Soil Sampling
Ten confirmation soil samples, eight grab stockpile samples and six UST closure samples were collected
and analyzed (Figure 4). Four of the tank closure samples collected from the floor of the excavation also
serve as confirmation samples. Analytical results from soil sample analysis are tabulated in Table 1.
Laboratory analytical reports and chain of custody documentation are included in Appendix B.
All six UST closure samples, S1 through S6, were below Initial Screening Levels (ISLs). Six of the eight
stockpile samples were over ISLs and two were over Tier 1. Nine of the ten confirmation samples were
below ISLs. One sample (CS-01 at 13 feet) was above Tier 1. CS-01 was located on the north side bottom
of the excavation.
Laboratory analytical results of confirmation soil sampling (including floor samples from UST closure)
indicate that the majority of hydrocarbon impacts remaining in the subsurface above the clay layer in the
eastern portion of the excavation area are below applicable cleanup standards (ISLs).
5.0 Landfarming
Initially the impacted soil was to be disposed at the San Juan County Landfill. Concerns about the landfill’s
operating hours limiting the abatement work led to the decision of using a land farm. Sonderegger, Inc.
owns a large private gravel pit south of Monticello, Utah which has been used as a land farm for other
DERR projects in the past. The location is remote and suitable for land farming petroleum impacted soils.
The land farm is located 43.7 miles north of the site compared to the landfill which is 10.5 mile from the
site. The general contractor agreed to use his approved rates for hauling the soil to the Monticello location
and providing labor and equipment for future treatment of the soil.
6.0 QUALITY ASSURANCE AND QUALITY CONTROL
All soil samples collected during abatement activities were collected by a State-certified soil and
groundwater sampler under the supervision of a State-certified UST Consultant. Proper sampling protocol,
utilizing industry-recognized standards, was followed during the abatement activities. Soil samples were
retained in laboratory-supplied containers and placed on ice until relinquished to the laboratory. The
analytical laboratory utilized is certified by the State for the analyses performed and have quality assurance
/ quality control procedures in place to ensure the accuracy of the analytical data provided.

UEC recommends additional investigation and monitoring well installation. Additional soil data around
the west portion of the former excavation in needed. Monitoring wells and extraction wells should be
installed in locations which will delineate groundwater impacts and provide treatment points to remove free
product. Newly installed 4-inch raceways inside the tank excavation should be utilized for well installation.
This should be followed by a high vacuum extraction event to remove free product from the groundwater
and vapor phase hydrocarbons from the subsurface.

8.0 LIMITATIONS
Our services consist of professional opinions from a State-certified consultant, made in general accordance
with locally accepted environmental practices at the time of execution. Environmental samples are obtained
from specific locations, utilizing methodologies consistent with Utah Department of Environmental Quality
regulations. UEC makes no guarantee; either expressed or implied that the analytical results accurately
represent subsurface conditions throughout the entire site.
