This sampling event represents the 82 nd event of independent samples from each well (upgradient and down gradient) since the initial Assessment Monitoring event was performed in September 2002. In addition, we have summarized the water level measurements in the monitor wells, identified any chemical parameters that are above the State of Utah Solid Waste Groundwater Quality Protection Standard (GWPS), and provided quality assurance and quality control (QA/QC) information. In a letter dated May 15, 2023, (Approval of Groundwater Assessment Monitoring Frequency Reduction Weber County MSW Landfill, SW271) the Utah Division of Solid and Hazardous Waste approved the request from Atlas to decrease the groundwater sampling activities at the former Weber County Landfill to semiannually. However, the UDEQ requested that if any constituent is detected in a down gradient well at a concentration above the established GWPS, quarterly assessment monitoring for metals and inorganics would resume. Arsenic was detected above the established GWPS during the September 2023 sampling event in MW-7 and MW-9. The first quarterly groundwater sampling of 2024 was conducted on February 22, 2024. Three down gradient monitor wells were installed at the site in August 2001 (MW-7, MW-8, and MW-9). The wells were drilled and installed to replace three former down gradient wells, MW-2, MW-5, and MW-6. Additional information concerning the replacement wells can be found in the September 2001 First Quarterly Assessment Monitoring Report. The locations of all monitoring wells are shown on the Groundwater Contour Map, Figure 1. ASSESSMENT MONITORING Assessment monitoring, as specified in the Utah Solid Waste Permitting and Management Rules (Solid Waste Rules), R315-308-2 (11), which also refers to 40 CFR Part 258, was performed at the former Weber County Landfill in February 2024. Groundwater sampling was performed on the upgradient (MW-3 and MW-4) and the down gradient monitoring wells (MW-7, MW-8, and MW-9) on February 22, 2024. Mr. Phil Burns of the Utah Division of Solid and Hazardous Waste (DSHW) indicated on June 4, 2002, that filtering and analysis for dissolved (rather than total) metals is acceptable at the Weber County Former Weber County Landfill Monitoring , 02-24 Page 1 ATLAS Landfill, due to excess turbidity in down gradient wells. Therefore, Atlas collected groundwater samples for dissolved (filtered) metals for the February 22, 2024, sampling event. The metal samples were filtered by the laboratory. All groundwater samples were submitted under proper chain of custody to Chemtech-Ford Laboratories for analysis of appropriate assessment monitoring parameters identified in Appendix I, Detection Monitoring Parameters (R315-308-4), and cyanide and tin (Appendix II R315-308-5) provided in the State of Utah Solid Waste Permitting and Management Rules. Groundwater elevations were measured in all five monitor wells prior to purging. Each well was purged by removing a minimum of three well casing volumes. The groundwater elevations are summarized in Table 1. Based on groundwater elevations and previous site data, the inferred groundwater flow direction is toward the east (Figure 1 ). Specific conductance, pH, and temperature of each sample were measured in the field, directly before sample collection. Samples were immediately placed on ice and transferred under chain of custody to Chemtech Ford Laboratory, a State-certified laboratory located in Sandy, Utah. Groundwater field measurement and sampling records are included in Appendix A. Laboratory data sheets, QA/QC documentation, and chain of custody are included in Appendix B. DATA VALIDATION Laboratory QA/QC data provides information necessary to assess the repeatability (accuracy) and precision of the laboratory analytical procedures. These data consist of the analytical laboratory's internal QA/QC reports, which include matrix spike sample reports, matrix spike duplicate sample reports, and laboratory control sample reports for the parameters tested, as well as method blank reports for the organic analysis. A field duplicate sample, identified as MW-10, was collected from MW-9 to verify the laboratory's procedures and accuracy. Duplicate sample concentrations should be within the range of the sample concentration, plus or minus the control limit. If the sample value is less than 5 times the laboratory detection limit (LDL), the control limit is plus or minus the LDL. If the sample value is greater than 5 times the LDL, the control limit is plus or minus 20% of the sample concentration. Table 7 summarizes a comparison of the duplicate sample analysis. Comparison of duplicate sampling results from MW-9 indicates that the duplicate control limit was met for all constituents. It should be noted that field QA/QC samples should not be the basis of accepting or rejecting data; rather, they should be used as additional evidence in support of the conclusions arrived at by a review of the total data package. Actions taken as a result of duplicate sample analysis must be weighed carefully since it may be difficult to determine if poor precision is a result of sample non-homogeneity, method defects, or laboratory technique. In general, the results of duplicate analysis should be used to support conclusions drawn about the quality of the data rather than as a basis for these conclusions. All other laboratory QA/QC documentation (matrix spike sample, matrix spike duplicate sample, relative percent difference, laboratory control sample, etc.) was reviewed and all constituents were within limits. Former Weber County Landfill Monitoring, 02-24 Page2 ATLAS LABORATORY ANALYTICAL RESULTS Groundwater samples were submitted under proper chain of custody to Chemtech-Ford Laboratories for analysis of appropriate assessment monitoring parameters identified in Appendix I, Detection Monitoring Parameters (R315-308-4) and selected constituents of Appendix II (R315-308-05). Review of the February 2024 data indicate that no constituents exceeded the GWPS, including arsenic and metals. Appendix II parameter cyanide was detected at a concentration of 0.002 mg/L in MW-4, 0.005 mg/L in MW-7 , and 0.007 mg/L in MW-8 during the February 2024 sampling event. The MCL for cyanide is 0.2 mg/L. Tables 2 through 6 summarize selected chemical data collected from the February 2024 sampling round. CONCLUSIONS AND RECOMMENDATIONS Quarterly groundwater monitoring at the site began in 2002 and continued through March 2023 . In February 2023 Atlas conducted a statistical analysis of the historical groundwater data collected at the former landfill. The results of the statistical analysis were submitted to the UDEQ in a report prepared by Atlas dated March 16, 2023 . The objective of the statistical analysis was to determine if evidence of a statistically-significant exceedance of a GWPS was observed in any site-related groundwater monitoring wells. The results of the analysis indicated that with the exception of arsenic, no other monitored constituent had been detected at a concentration in excess of an established GWPS in any downgradient monitoring wells. While arsenic concentrations in the downgradient monitoring wells exceeded the background concentrations in upgradient monitoring wells, it appeared that local groundwater geochemistry and redox conditions have influenced the solubility and mobility of arsenic. In addition, the statistical and monitoring data obtained over the period from 2017 through 2022 indicated that the concentrations of constituents of interest remain stable to decreasing in the downgradient monitoring wells . In a letter correspondence dated May 15, 2023, the UDEQ accepted Atlas 's statistical analysis results and recommendation to reduce the sampling frequency to semi-annual groundwater sampling. However, the UDEQ requested that if any constituent is detected in a down gradient well at a concentration above the established GWPS, quarterly assessment monitoring for metals and inorganics would resume. Based on the results from the September 2023 sampling event, the quarterly groundwater monitoring program has resumed for metals and inorganics . The next quarterly groundwater sampling event is scheduled for May 2024 .
