The Utah Underground Storage Tank (UST) Act provides that the Executive Secretary (UST) may revoke a
Cerrificate of Compliance if ir is determined that a facility is not in substantial compliance with all state and federal
UST statutes, rules and regulations.
At the request of the Executive Secretary (UST), the Division of Environmental Response and Remediation (DERR)
performed a compliance review for the underground storage tanks at the above facility. The compliance review'
performed on October 14,lggg indicates you have not satisfied the requirements of the Act and are out of
compliance. To achieve compliance you must do the following:
l. Submit documentation to show that you have had a qualified cathodic protection tester test your
cathodic protection system within the last three years for tanks #lr#2,#3r#4, and #5.
Please return a copy of this speed memo with the above items to speed processing. [f the above information is
submitted to this office by March 13,2000, and substantial compliance is achieved and maintained, no further action
will be raken on this matter. Failure to respond to this request by the date specified will initiate the revocation process
for your Certificate of Compliance. If you have questions concerning this matter or need any assistance, please

t USTs) which are not in compliance. These tanks are located at TRI-MART #80. 4 I 04 RIVERDALE RD. RIVERDALE. facility
ID# r200109.
Under Federal regulations issued in 1988. UST ow'ners and operators have until December 21, 1998 to upgrade. replace, or
perrnanently close LISTs which do nor meer the requirements tbr protection against spills. overtills. and corrosion. Owners and
operators also musr,.l-;t tjnancial responsibilitv requirements. to show they are able to pay the costs of cleanups of releases from
reguiated USTs. In addition, the Utah UST Act requires that all owners and operators of regulated petroleum USTs qualify for
and maintain a Certificate of Compliance. The tanks listed below are not culrently covered by a Certificate of Compliance, and
you have not adequately demonsrrated rhat you meet the t'inancial responsibility requirements. The USTs also have not yet met
the upgrade requirements. as shown below:

Executive SummarY
The Tracer TigbtN tank and line testing method was evaluated using the EPA the
protocol nstandard Test Procedures for Evaluating Leak Detection Methods:
Nonvolumetric Tank Tightness Testing Methods"' The results indicate that the method is
capable of detecting leala of 0.05 gallons per hour with a Probability of Detection (Po) of
0.97 with a Probability of False Alarm (Pre) of 0'029'
The performance characteristics for a leak of 0'005 gph were also evaluated' The Po
for 0.005 gallons per hour leaks was determined to be 0'97 with a Pre of 0'029' Although
it is unusual for the Pp to be the same for a lower concentration' both numbers were
apparently governed primarily by operational difficulties rather than by inherent
limitations of the method'
The evaluation procedures involved spiking the bacldll atT}tant$ using a series of
selected5ampleprobes.Thespikessimulatedleaksof0.05and0.005gallonsperhourover
a period of approxinately one week A statistical comparison of the simuration data with
the observed resurts was conducted to determine the performance characteristics of the
Tracer Tigbt test method

The Utah Underground Storage Tank Act (AcQ, Utah Code Ann., Secrion 19-6401 g!Sgg., requires thar every owner
or operator of a petroleum storage tank have a Certificate of Compliance after July l, 1991. Section L9-G412(2)
of the Act identifies the requirements which must be satisfied before a Certilicate of Compliance may be issued,
including:
The owner or operator has a valid certificate of registration;
The peroleum storage tank fee has been paid;
All state and federal statutes, rules and regulations have been
substantially complied with; and
All tank test requirements of Section 19-6413 have been met.
A representative of the Division of Environmental Response and Remediation (DERR) recenrly completed a
compliance review of a facility located at 4lM Riverdale Road, Ogden, Utah, and designated facility identificarion
number 1200109 (the "Facility"). Based upon a review of this Facility, DERR has determined thar
1. Kar Kwik, Inc. owns or operates fou underground storage tanks (USTs) locued at the above
facility, which are regulued under Subtitle I of the Resource Conservation and Recovery Act
(RCRA),42 USC Secrion 6991(c) g!S.g1., and the Act.
A Certificate of Compliance (No.5519-l) was issued to the Facility on or about Ocober 1, l99l
The records establish that after the Certificate of Compliance was issued, the following conditions
necessary to continue the Certificate of Compliance have not been satisfied:
Kar Kwik, Inc., as the owner or operator of the facility identified above, has failed o:
1. Document that you have perfurned annual tank and line tightness tests performed in accordance with the
requirements of the Act, and an annual test of the automatic line leak detectc operation as required by Utah
Adminisrative Code. (UAC), R311-202, Sections 280.41(a), 280.41(b), and 280.44(a).

INTRODUCTION
Horizon Engineering and Testing and Tracer Research Colporation performed
Tracer Tightru leak testing of 5 underground storage tanks at the Kar Kwik site in
Riverdale, Utah. The tanlcs were inoculated with tracer October 20, 1990 to a concentration
of approximately 10 ppm. Srmples were collected on November 3, 1990. The following
table shows the tank size, product it contained, and tracer that was used for testing in each
tank:

CONCEPT OF OPERATION AND IMPLEMENTATION
The tracer leak detection method relies upon the addition of a highly volatile liquid
chemical to the fuel. If a leak occurs in the underground fuel systen\ fuel is released into
the surrounding soil. The tracer escapes from the fuel by vaporization and disperses into the
soil by molecular diffusion. Various means are used to sample the soil vapors in the
immediate vicinity of the underground tanks and pipes. In this case, sampling was performed
by driving probes into the ground in the vicinity ofthe tanks and pipes. Each probe has an
effective detection radius of approximately 10 to 12 feet. This means that a given probe
should detect a leak anywhere within the area described by the 10 foot radius around the
probe. The tracer must be placed in the tank at least two week prior to the probe
sampling for this method to be effective. This process of leak detection by placing a liquid
tracer in a liquid product followed by detection of the tracer underground in the vapor
phase is protected under TRC patents.
Total volatile petroleum hydrocarbons are measured to give additional information
about the conditions at the site. In particular, the hydrocarbons provide information about

the severity of the leakage, and the degree of environmental damage that may have
occurred. The absence of tracer also gives double assurance that the tank system is not
leaking.
CT,ASSIFICAIION OF LEAKAGE
The classification of leakage is based on the concentration of tracer detected. The detection
of hydrocarbons outside of the tank is used as supplemental information.
PASS - lrak rate less than 0.05 gallons per hour.
Criteria:

CONCEPT OF OPERATION AND IMPLEMENTATION
The tracer leak detection method relies upon the addition of a highly volatile liquid
chemical to the fuel. If a leak occurs in the underground fuel systen\ fuel is released into
the surrounding soil. The tracer escapes from the fuel by vaporization and disperses into the
soil by molecular diffusion. Various means are used to sample the soil vapors in the
immediate vicinity of the underground tanks and pipes. In this case, sampling was performed
by driving probes into the ground in the vicinity of the tanls and pipes. Each probe has an
effective detection radius of approximately 10 to 12 feet. This means that a given probe
should detect a leak anywhere within the area described by the 10 foot radius around the
probe. The tracer must be placed in the tank at least two week prior to the probe
sampling for this method to be effective. This process of leak detection by placing a liquid
tracer in a liquid product followed by detection of the tracer underground in the vapor
phase is protected under TRC patents.
Total volatile petroleum hydrocarbons are measured to give additional information
about the conditions at the site. In particular, the hydrocarbons provide information about

the severity of the leakage, and the degree of environmental damage that may have
occurred. The absence of tracer also gives double assurance that the tank system is not
leaking.

The classification of leakage is based on the concentration of tracer detected. The detection
of hydrocarbons outside of the tank is used as supplemental information.

less than 7.0 ug/L [f concentration decreases with an increase in
