No freeboard limit is in place for this impoundment inasmuch as spillway control is provided. Prior to constructing Impoundment 4B, the freeboard limit was 5,593.74, which is above the spillway elevation. 2. Rain the previous week and subsequent driving left minor ruts on crest. 3. Upstream face and bottom of embankment are covered with synthetic liner, and cannot be viewed. 4. Rainstorms the week of Sept 7 produced minor rill erosion as noted in the photo log. EFR had an individual grooming the downstream face of the embankments during the inspection. Work was nearly complete on Impoundment 4A.
