CURRENT RECOMMENDATIONS: All deviations appear to be a result of breakdown or process related problems that do not warrant issuing a violation. HF Sinclair Woods Cross Refining, LLC was in compliance during this reporting period. No further enforcement action is recommended. HF Sinclair Woods Cross Refining, LLC’s NSPS monitoring system meets the performance standards of 40 CFR 60, Appendix B Performance Specifications. HPV: No RECOMMENDATION FOR NEXT INSPECTION: Check DAS for daily zero and span drift. Check the QC program to ensure that monitor drift is being tracked that the source can identify excessive drift. Hand Delivered Division of Air Quality J A ll ' t Department of Environmental Quality 195 North 1950 Wesl Saltlakecity,UT 84116 DIVISION OF AIR QUALIT\: htcr.tDeliv'ered RE: Addendum to the Continuous Emission Monitor Report,4th Quarter 2023 Cover Leffer to address UDAQ question regarding Unit 25 FCCU CEMS Downtime Reason and Action Code Director: HFSinclair Woods Cross Refining LLC (HFSWCR) is submitting an addendum to the cover letter submitted with the 4ft Quarter 2023 CEMS and Excess Emissions Report (CEMS Report) submitted to UDAQ on January 11,2024. This addendum provides additional information to the reason and action code applied to the Unit 25 FCCU analyzer downtime reported in the 4n Quarter 2023 CEMS Report per the request of Rob Leishman of UDAQ made via phone call on January 22,2024. This letter does not change the data that was reported and certified in the 4n Quarter CEMS report submitted to UDAQ on January 11,2024, or the electronic report file that was sent to Mr. Rob Leishman on January 11,2024 via e-mail. The following is additional information regarding Unit 25 FCCU downtime Reason CodeT2l and Action Code G: Broken Part lnside Analyzer - Part Replaced. The U25 FCCU aralyzer, a SICK MCSl00E CEMS analyzer, experienced downtime that was a result of the failure of multiple parts related to the analyzer sample pump. An initial repair on the sample pump was attempted, and once placed back online the pump was able to deliver enough of a sample for the diluent COz sensor to begin passing its daily drift checks, however the Oz sensor was still unable to pass until the replacement parts were received and installed. That is why CO2 had less downtime then the other pollutants NOx, SOz, and CO and diluent Oz. The parts related to the sample pump are not manufacturer recommended spare parts and therefore were not included in HFSWCR's QA/QC Plan spare parts list to be stocked on site. These parts were also not carried by the local supplier for SICK analyzers and had to be sourced from other vendors, which took approximately six days to procure the parts. To prevent reculrence, a backup of all parts not previous included in the spare parts list of our Analyzer QA/QC Plan have been purchased and stocked.
