Box 144850 Salt Lake City, UT 84114-4820 Re: Transmittal of Tailings Data Analysis Report and Probabilistic Seismic Hazard Analysis Report, White Mesa Uranium Mill, Radioactive Materials License UT 1900479 Dear Mr. Lundberg: Attached please find two copies of the White Mesa Uranium Mill Tailings Data Analysis Report and two copies of the Probabilistic Seismic Hazard Analysis Report, each with a CD containing a word searchable electronic copy of the report. In addition, a hardcopy and electronic copy of the text of each report has been provided in redline/strikeout for your convenience. These reports address comments in the Division of Radiation Control ("DRC") letter dated January 22, 2015. The comments in the DRC letter have been addressed by direct incorporation into the revised reports. Responses to several of the January 22, 2015 comments on the Probabilistic Seismic Hazard Analysis Report require clarification on timing, approach, and data sources used in the original analysis. The clarifications are included in the MWH memorandum included as Attachment 1 to this transmittal letter. If you should have any questions regarding this report please contact me at 303-389-4134. DATE: March 9, 2015 FROM: Melanie Davis and Eileen Dornfest REFERENCE: 1009740 SUBJECT: White Mesa Probabilistic Seismic Hazard Analysis (PSHA) Report MWH has updated the Probabilistic Seismic Hazard Analysis (PSHA) Report to address comments provided by the Utah Department of Environmental Quality, Division of Radiation Control (DRC) on January 22, 2015. The comments are addressed directly in the report attached to this memorandum. Responses to several of these comments require clarification on timing, approach, and data sources used in the original analysis. The July 2014 MWH PSHA report was reviewed by URS approximately 6 months after it was prepared. During this time several advancements in the field of seismic hazard were published and made available for public use. In particular, these include final Next Generation Attenuation West 2 ground motion prediction equations, published in the August 2014 Earthquake Spectra Journal, and updated 2014 USGS Seismic Hazard Maps, available on July 17, 2014. Therefore, this published information was not available at the time the PSHA was being performed. Pre- prints of the 2014 NGA West 2 models were available during preparation of the July 2014 report, but MWH's outside seismic hazard consultant recommended that the new models not be used until the information was published. Because several other changes were made to the PSHA in response to comments from URS, the 2014 NGA West 2 models and the updated 2014 USGS catalog was used in the updated analyses described in the PSHA attached. 3665 JFK Parkway TEL 970 377 9410 Suite 206 FAX 970 377 9406 Fort Collins, Colorado 80525 www.mwhglobal.com
