Dear Ms. Weinel: In a letter dated August 4, 2021, Energy Fuels Resources (USA) Inc. (EFRI) notified the Division that a
change in the Radiation Safety Officer (RSO) position has occurred. Terry Slade will no longer be the
RSO for the White Mesa Uranium Mill and Garrin Palmer will be the new RSO. EFRI provided a description of Mr. Palmer’s work experience and training documents. After reviewing the information provided and comparing it to NRC Regulatory Guide 8.31 Section 2.4.1 Technical Qualification of Health Physics Staff: Radiation Safety Officer, Division staff concurs that Mr. Palmer is qualified for the RSO position at the White Mesa Uranium mill. This information will be added as an addendum to the
