Re: Receipt of Ion Exchange Resin Equivalent Feed from a Community Water Treatment
System at Energy Fuels Resources (USA) Inc. ("EFRI") White Mesa Mill (the "Mill")
Dear Mr. Hansen:
This letter is to advise Utah Division of Waste Management and Radiation Control ("DWMRC") that
EFRI plans to receive approximately 10 drums of Uranium Loaded Ion Exchange Resin ("ULR") from
the Community Water Treatment System at Gerlach, Nevada as an equivalent feed.
In accordance with US Nuclear Regulatory Commission ("NRC") Regulatory Issue Summary ("RIS")
2012-06, dated April 16, 2013, entitled NRC Policy Regarding Submittal of Amendments for Processing
of Equivalent Feed at Licensed Uranium Recovery Facilities, EFRI has determined that Gerlach, Nevada
ULR may be received at the Mill as an equivalent feed without a license amendment because:
1) The ULR is chemically and physically the same as other resins processed at the Mill (the Mill
has utilized DOWEX 21K XLT anion exchange resin. The ULR consists of LanXess Company' s Lewatit
Monoplus MP 500. The Lewatit Monoplus MP 500 is essentially the same in composition and function
as the DOWEX 21K XLT),
2) The ULR will be processed for uranium recovery using the same equipment and in the same way
as other resins processed at the Mill, and
3) Processing the ULR will not cause the Mill to exceed the uranium production limits in the Mill's
Radioactive Materials License and the processing is within the existing safety and environmental
review envelope for the Mill.
Consistent with the requirements in Enclosure 2 of RIS 2012-06, a file is available at the Mill for review
and inspection by DWMRC, which contains documentation that the Gerlach, Nevada ULR meets the
above requirements to be accepted as equivalent feed. EFRI is providing this notice to advise DWMRC
that a technical and regulatory evaluation of the ULR has been performed, and documentation of this
analysis is available for review.
