SUBJECT: December 16, 2009 Uranium Watch Letter Regarding Reclamation Milestones for White
Mesa Mill Tailings Cell 2; RAM License No. 1900479
We received your subject letter dated December 16, 2009. You are correct that the subject license does not
contain a reclamation schedule or milestones per se for Tailings Cell 2. However, generic milestones are
found in the NRC approved lUC Reclamation Plan, Revision 3.0 of July 21, 2000. This document with a
small adjustment is the current approved Reclamation Plan.
The Division of Radiation Control recognizes the requirements of 10CFR40, Appendix A, and desires to
complete the reclamation of the tailings cells at the mill as expeditiously as practical. However, there are
some physical and technological limitations that defer immediate reclamation. To assure successful long
term performance and a stable foundation or platform for the radon barrier, additional steps need to be
completed. These include, but are not limited to: 1) The dewatering ofthe Cell 2 tailings, and 2)
Settlement and consolidation ofthe tailings therein, prior to placing the radon barrier on the cell.
Measurement of tailings dewatering and tailings settlement is performed by DUSA and reported to DRC.
The DMT Monitoring Reports and Annual Technical Evaluation Reports contain this data. These
dewatering and settlement monitoring activities are ongoing. If you have further questions in this regard,
