1.0 INTRODUCTION
\n 1977, meteorological, air quality, and radiological monitoring was initiated at the White
Mesa Mill. The original purpose of these monitoring programs was to document the regional
atmospheric baseline and to provide adequate data to assess the potential air quality impacts resulting
from the mill. After construction of the mill, the monitoring programs were modified to address
compliance of mill operations.
McVehil-Momett Associates,Inc. commenced work on this project in June 2003. and started
to summarize the data collected since January 2003. This report describes important aspects ofthe
meteorological monitoring operations conducted at Denison Mine's White Mesa Mill site for data
collected from July i through December 31,2006 and for the 2006 annual monitoring period. The
remainder of this report is presented in four sections: monitoring site description (Section 2.0),
analysis results (Section 3.0), annual meteorological data summary (Section 4.0), and conclusions
(Section 5.0). Appendices A through C contain the hourly data listings, semi-annual joint frequency
distributions bv hours of the day. and semi-annual stabiiity joint fiequency distributions by stability
class. The annual stability joint frequency distributions by stability class are presented in
Appendix D. The semi-annual performance audit report is contained in Appendix E.

2.0 MONITORINGPROGRAMDESCRTPTION
The meteorological parameters collected for the monitoring period were wind speed, wind
direction' and standard deviation of horizontal wind direction (sigma theta), which is a measure of
atmospheric stability' wind speed and wind direction were directly measured while sigma theta and
stabiliry- class were calculated.
2.1 Site Description
The region encompassing the Denison Mine corporation's white Mesa Mill is shou,n in
Figure 2-1' The mill is located on the white Mesa approximatery five miles south of Blanding,
utah' just west of State Highway 191 . The surrounding terrain slopes up towards the north and
down to the south through southwest. The meteorological monitoring station, located on the
northern property boundary of the mill. is situated in the southwest corner of Section 22, Township
37 South and Range 22Eastat an elevation of 5,660 feet above mean sea level. This location was
chosen for the purpose of compiiance monitoring for operations at the mill.
2.2 Moniforing Instrumentation
The sensors, their accuracies, and the sampling heights used in the monitoring program are
shown in Table 2-1' A Met one wind cup anemometer and wind vane is installed at the standard
ten-meter height above ground-level. The two Met one sensors are connected to a campbell
Scientific cR-10 data logger. The logger continuously recorded wind speed and wind direction,
calculating and storing houriy averages of these parameters. The logger also calculated and stored
sigma theta' Data stored in the logger were then transferrecl to a soiid state storage moduie which is
downloaded on a monthly basis.
2.3 Data Collection and processing
Data on storage modules were downloaded to a computer for further processing through
several program routines. These programs reformat the data, check for anomalies, calculate stabiliw
class (See Section 3.3), and perform other statisticar summary functions.
2.4 Quality Assurance
After the meteorological data were downloaded and processed, the dala were checked for
errors or inconsistencies flagged by the processing programs. The data were also reviewed for any
anomalies not captured by the processing programs. The project manager was notified of any
anomaiies' and the reasons for the erroneous data along with possible solutions to the problem(s)
were discussed' The Mill was then contacted and gi,en instructions for any necessary repairs. If
required' personnel from MMA were dispatched to the site to remedy the situation.
During the last six months of 2006, one semi-annual performance audit was conducted.
Performance audits of the wind speed and wind direction sensors were completed August g and 9.
The results indicated that the sensors were operating within EpA-specified accuracies. 'fhe audit
report is included in Appendix A.

Meteorological data were collected at the white Mesa Mill and processed according to the
procedures described in Section 2.0. The stability class was determined for each hour (see Section
3.4 for determination methodology) and the data ser was then anal1,zed by time of day and stabilitv
classification.
3.1 Missing Data for the Jury through December 2006 Monitoring period
Two instances of missing data occurred for the July through Decembe r 2006monitoring
period' Meteorological data for all parameters from the period of July 21, hour 17, through
August 9' hour 7 ' atotal of 447 hours, are missing. The data loss resulted from the meteorological
tower being struck by lightning and the tower's collapse during efforts to recalibrate the new tower.
on December 20, the wind direction sensor recorded no statistical variation in wind direction
for five consecutive hours' wind direction data along with sigma theta and stability class,
parameters derived frorn wind direction, are missing from December 20, hour 4 through
December 20, hour 8 (a total of 5 hours).
3.2 Hourly Data presentation
For the July through December 2006 monitoring period, hourly averaged values of wind
speed' wind direction, sigma theta and stability class are presented in Appendix B in the Storage and
Retrieval of Aerometric Data (sARoAD) format. including missing or invalid data. The sARoAD
format also includes, when applicable, average monthiy,values for each hour, daily averages and
monthiy averages.

3.3 Wind Analysis by Hour of the Day
The standard wind frequency distribution for the reporting period is presented graphically in
Figure 3-l and in tabular form in Table 3-1. To show the diumal patterns, additional wind frequency
distributions were developed graphically in 4-hour segments throughout the day (midnight to 4:00
A'M', 4:00 A.M. to 8:00 A.M.. etc.) and are presented in Figure 3-2. In addition, the diurnal
frequency distribution tables are presented in Appendix C.
Iable 3-1 shows the dominant flow forthe period was a drainage wind out of the no(h-
northeast occurring 18.a% of the time. A secondary maximum was from the norlh occurring 13.5%
of the time- This flow is a result of the surrounding terrain's influence on the site.
Figure 3-2 confirms the downslope wind pattem seen in Figure 3-1, depicting the diurnal
pattern of this flou'as well as other less predominant flows. During the nighttime hours from 1600
through 0800 Mountain Standard Time (MST), north-northwest through northeasterly winds were
the most prominent. During these nighttime hours. the drainage winds occurred approximat ely 64
percent of the time. For the daylight hours from 0800 through 1600 MST, the prominent winds were
from the southeast through southwest. These are upslope or return flows and occurred on average
approximately 64 percent of the time during these dayright hours.

monitoring period was 3.2 meters per second (m/s). The direction with the highest mean wind speed
w'as northwest at 4-2 m/s. while the lowest mean wind speed was from the east at 2.3 m/s.
3.4 Sigma Theta and Atmospheric Stability
Sigma theta (tire standard deviation of the horizontal wind direction) is calculated using the

cR-10 data logger' Then, the average sine and cosine measurements for each fifteen minute period
are processed by the datalogger to carcurate houriy sigma theta varues.
Since sigma theta is a gross measure of air turbulence. it can be used as an indirect measure
of atmospheric stability' The method used to calculare the pasquill-Gifford (p-G) atmospheric
stability class from sigma theta for this program is in accordance with EpA-45014-g7-013. This
method involves two steps- First, an initial estimate of stability for the hour is made based on sigma
theta values calculated from the sine and cosine of wind direction. The second step involves
modif ing the initial estimate using the hourly mean wind speed and time of day of the observation.
More specific information about this process can be found in this EpA reference.
The P-G information is important in determining the dispersion of plumes or puffs from
releases of airborne material' For example, greater turbulence promotes dispersion and. therefore,
lowers concentrations of airborne pollutants- Thermal turbulence is dependent on vertical thermal
stratification' and mechanical turbulence is dependent upon wind speed and surface roughness. with
iight wind speeds, vertical thermal effects dominate the production of turbulence. During sunny
conditions' the temperature drops quickly with height above ground, creating unstable conditions.
converselY' during light-w'ind. nighttime conditions. a surface inversion forms creating stabie
conditions r'vith relativell' little vertical motions. Horizontal motions during light wind speed often
produce meandering in wind direction' Local terrain also plays an important part i, the production
ofturbulence.
The P-G stabilitl'class describes the dispersive nature of the atmosphere, with class A being
the most dispersive and class F being the least dispersive. The more dispersive the atmosphere is

the less air pollution may concentrate. As indicated above, the P-G methodology allows unstable
conditions (Stability Classes A through C) to only occur during the daytime, while stable conditions
(Stabilit)' Class E and F) can onl,v occur at night. Neutral conditions (Class D) do not have any day
or nighttime restrictions and can occur at any time.
The stability class data collected for the July through December 2006 monitoring period are
presented in Table 3-2 andstability roses are presented in Figure 3-3. Unstable conditions occurred
37.8 percent of the time, neutral conditions 33.8 percent of the time, and stable conditions 2g.4
percent of the time. The stability class frequency distribution tables are presented in Appendix D.
3.5 Precipitation Data
Precipitation data (rain or snou,) are recorded in inches. The data are not collected at the
meteorological monitoring station but at a different location at the White Mesa Mill property. Data
for the July through December 2006 monitoring period are shown in Table 3-3. During the
monitoring period, 6.70 inches of precipitation were measured. The month u,ith the greatest
precipitation amount was October with 3.58 inches recorded. The minimum monthly amount of
precipitation received u'as 0.08 inches, which occurred in November.
3.6 Data Recoverv
Table 3-4 summarizes the data recovery for this semiannual reporling period. Datarecovery
u'as 89.9 percent for wind speed and 89.8 percent for each of the other parameters at the
meteorological monitoring station. The data ioss resulted from a iightning strike in July.

4.0 ANI\UAL METEOROLOGICAL DATA SUMMARY
The annual 2006 wind frequency distribution is presented graphically in Figure 4-l and in
tabular form in Table 4- 1 . The predominant wind directions during 2006 were north-northeasterly,
occurring 15.6 percent (%i) of the time and northerly which occurred 11.5 % of the time. As
discussed in Section 3.3, the northerly winds are drainage winds occuring during nighttime. The
southerly winds are upslope winds occurring during daytime hours. The annual mean wind speed
was3'5meterspersecond(m/s).Table4-2iiststhemeanspeedandmaximumhourlyaveragewind
speed for each month- The highest maximum hourly average wind speed of 16.5 m./s was recorded
on April 5 for hour ending 1200 MST.
The percent occurrence of each stability class during 2006 is provided in Table 4-3. During
2006, unstable conditions occurred 37.5 percent of the time, neutral conditions 36.1 percent ol the
time' and stable conditions 26.4 percent of the time. The annual stability class frequency distribution
tables are presented in Appendix E.
Table 4-4lists the annual data recoveries for each parameter at the meteorological monitoring
station' Data recoveries for these parameters ranged from 93.0 to 94.4%owhich are above the federal
minimum data retrieval requirement of 9O%o.

5.0 CONCLUSIONS
Meteorological monitoring and data collection proceeded normaliy during 2006 at the White
Mesa Mill site with two exceptions. During the first half of 20a6, 160 hours of wind direction,
sigma theta, and stabiiity class data were invalidated. The data loss resulted from the obstruction of
the free movement of the wind vane by the lightning rod, which had tilted to a near horizontal
position and impeded movement by the wind vane. Data were also lost from July 21 through August
9 due to a lightning srrike.
Data recovery rates ranged from 93.0 to 94.4o/o. which was above the data retrieval
requirement of 90oh.
The dominant feature of the winds observed at the site during the monitoring period u,as a
local nocturnal drainage flow from the higher elevations to the north-northwest throush northeast
and a daylime upslope or return flow from the southeast through the southwest.

1.0 INTRODUCTION
Semi-annual performance audits for the lntemational Uranium Corporation white Mesa Mill
meteorological monitoring station were completed byMcVehil-MonnettAssociates on August g and
9'2006' The white Mesa Mill is located approximateiy seven miies south of Blanding, utah. The
meteorological air monitoring station is located northeast of the mill and approximately 1/4 mile
west of Highway l9i.
This report summarizes the resuits of the performance audit which was conducted in
accordance with the following guidance documents:

2.0 SPECIF'XC AUDITING PROCEDURES
The wind direction system procedure consists of auditing the sensor for linearity and vane
orientation by sighting the vane along the crossarm and comparing system output to the measured
azimuth, which is measured to the nearest haif degree by a precision compass. A torque watch was
used to measure the starting torque of the wind direction sensor.
The wind speed system was audited using a selectable speed anemometer drive which turns
the sensor anemometer shaft at five known rates of rotation. The values recorded by the wind speed
measurement system were then compared to the target wind speeds for these rates of rotation. The
starting torque of the wind speed sensor was measured using a torque watch.

3.0 AUDIT RESI]LTS
The wind direction system was malfunctioning when the auditor arrived on site. The site
technician replaced the fauity wind direction sensor and caiibrated the new sensor prior to the
performance audit being completed. The wind speed system was audited as found. Specific results
for the meteorologicai audits are presented in Table 1. A brief discussion of the results follows.
Forthewinddirectionauditorientationsof l04.0o,762.0o,284.Ao,ard342.0",datalogger
readingsof 101.9o, 161.7",284.2",and345.1',respectivelyweremeasured. Theseresultsfallwithin
the desired accuracy range for the wind direction measurement system which is *5o. A ten point
linearity check was completed and showed that the measuremer, ,y.r"* was linear as indicated by
theerrorbandof3.2"(acceptancelimitis<6"). Thestartingtorqueofthewinddirectionsensorwas
measured and found to be 3.5 gram-centimeters (gm-crn) clockwise and 4.0 gm-cm counter-
clockwise, which is below the upper acceptance limit of 6.5 gm-cm.
The wind speed audit results were excellent as data logger readouts of 0.27 ,1.9, 3.5, 8.3, and
16.3 m/s corresponded exactly to their respective target wind speed values. The desired accuracy
range for wind speed audits is +(0.22 vvlls + 5o/o of observed). Starting torque was measured at less
than 0.2 gm-cm, which is below the upper acceptance limit of 0.22 gm-cm.

4.0 CONCLUSIONS
The performance audit documented the current operating characteristics of the meteorological
instrumentation. The results of the meteorological performance audit indicate that all
instrumentation was operating within EPA-specified accuracies.
