1.0 INTRODUCTION
In 1977, meteorological, air quality, and radiological monitoring was initiated at the White
Mesa Mi1l. The original purpose of these monitoring programs was to document the regional
atmospheric baseline and to provide adequate data to assess the potential air quality impacts resulting
from the mill. ,A.fter construction of the mill, the monitoring programs were modified to address
compliance of mill operations.
McVehil-Monnett Associates, Inc. commenced work on this project in June of 2003, and
began to summarize the data collected beginrring in January 2003. This report describes important
aspects of the meteorological monitoring operations conducted at International Uranium White Mesa
Mill site for data collected from July 1 through December 3I, 2OO5 and for the 2005 annual
monitoring period. The remainder of this report is presented in four sections: monitoring site
description (Secrtion 2.0), analysis results (Section 3.0), annual meteorological data summary
(Section 4.0), zmd conclusions (Section 5.0). Appendices A through D contain the semi-annual
performance audit report, hourly data listings, semi-annual joint frequency distributions by hours of
the day, and semi-annual stabilityjoint frequency distributions by stability class. The semi-annual
performance audit report is contained in Appendix E.

MONT:TORTNG PROGRAM DESCRTPTION
The meteorological parameters collected for the monitoring period were wind speed, wind
direction, and r;tandard deviation of horizontal wind direction (sigma theta), the latter being a
measure of atmospheric stability. Wind speed and wind direction were directly measured while
sigma theta and stability class are calculated parameters.
2.1 Site Des;cription
The region immediately surrounding the lnternational Uranium Corporation's White Mesa
Mill is shown irr Figure 2-1. The mill is located on the White Mesa approximately five miles south
of Blanding,IJtah, just west of State Highway 191. The surrounding terrain slopes up towards the
north and down to the south through southwest. The meteorological monitoring station, located on
the northern property boundary of the mill, is situated in the southwest corner of Section 22,
Township 37 South and Range 22East at an elevation of 5,660 feet above mean sea level. This
location was chosen for the purpose of compliance monitoring for operations at the mill.
2.2 Monitoring Instrumentation
The sensors, their accuracies, and the sampling heights used in the monitoring program are
shown in Table 2-1. A Met One wind cup anemometer and wind vane is installed at the standard
ten-meter height above ground-level. The two Met One sensors are corulected to a Campbell
Scientific CR-ill data logger. The logger continuously records wind speed and wind direction,
calculating and r;toring hourly averages of these parameters. The logger also calculates and stores
sigma theta. Data stored in the logger are then transferred to a solid state storage module which is
downloaded on a monthly basis.

2.3 Data Collection and Processing
Data on storage modules were downloaded to a computer for further processing through
several program routines. These programs reformat the data, check for anomalies, calculate stability
class (See Section 3.4), and perform other statistical summary functions.
2.4 Quality Assurance
After the meteorological data are downloaded and processed, the data are checked for errors
or inconsistencies flagged by the processing programs. The data are also reviewed for any anomalies
not captured by the processing programs. The project manager is notified of any anomalies, and the
reasons for the elroneous data along with possible solutions to the problem(s) discussed. The Mill is
immediately corLtacted and given instructions for any necessary repairs. Ifrequired, personnel from
MMA are dispatched to the site to remedy the situation.
During the last six months of 2005, one semi-annual performance audit was conducted.
Performance au<lits of the wind speed and wind direction sensors were completed on October 20.
The result for the wind speed audit indicated that the sensor was operating within EPA-specified
accuracies. The starting torque of the wind direction sensor was audited and found to be within
acceptable limitr;. As the wind direction sensor was found to be malfunctioning, the azimuth and
linearity portions of the audit could not be completed.

Meteorological data were collected at the White Mesa Mill and processed according to the
procedures desr:ribed in Section 2.0. Stability class was determined for each hour (see Section 3.4
for determination methodology) and the data set was then analyzed,by time of day and stability
classification.
3'1 Missing Data for the July through December 2005 Monitoring period
Two instances of missing data occurred for the July through December 2005 monitoring
period' Meteorological data for all parameters from the period of July l, hour 1, through July 27 ,
hour 9, a total o1i 634 hours, are missing. The data loss resulted from a programming error when the
data logger was relocated to a new enclosure in June.
On October 8, the wind direction sensor failed. Wind direction data along with sigma theta
and stability class, parameters derived from wind direction, are missing from october g, hour 20
through October 27,hour 9 (a total of 44g hours).
Data are not available for two hours on October 27 due to semi-annual performance audits
and calibrations being completed.
3.2 Hourly lData Presentation
For the July through December 2005 monitoring period, hourly averaged values of wind
speed, wind direr:tion, sigma theta and stability class are presented in Appendix B in the Storage and
Rekieval of Aerometric Data (SAROAD) format, including missing or invalid data. The SAROAD
format also includes, when applicable, average monthly values for each hour, daily averages and
monthly averages.

Wind .,\nalysis by Hour of the Day
The starndard wind frequency distribution for the reporting period is presented graphically in
Figure 3-1 and in tabular form in Table 3-1. To show the diurnal pattems, additional wind frequency
distributions wsr€ developed graphically in 4-hour segments throughout the day (midnight to 4:00
A'M', 4:00 A.lv{. to 8:00 A.M., etc.) and are presented in Figure 3-2. In addition, the diurnal
frequency distnbution tables are presented in Appendix C.
Table 3-1 shows the dominant flow for the period was a drainage wind out of the north-
northeast occurring 18.5 percent of the time. A secondarymaximum was from the north occurring
12'0 percent of the time. This flow is a result of the surrounding terrain,s influence on the site.
Figure 3-2 confirms the downslope wind pattern seen in Figure 3-1, depicting the diurnal
pattern of this flow as well as other less predominant flows. During the nighttime hours from 2000
through 0800 Mountain Standard Time (MST), north-northwest through northeasterly winds were
the most prominent' During these nighttime hours, the drainage winds occurred approximat ely 75
percent of the tirne' For the daylight hours from 0800 through 1600 MST, the prominent winds were
from the southeast through southwest. These are upslope or retum flows that occurred on average
approximately 67 percent of the time during these daylight hours.
A tabularjoint frequency distribution is presented in Table 3-1. The mean wind speed for the
monitoring period was 3. I meters per second (m/s). The direction with the highest mean wind speed
was north-northrvest at 4.1 m/s, while the lowest mean wind speed was from the east atZ.O rn/s.
3.4 Sigma Tiheta and Atmospheric Stabilitv
Sigma thr:ta (the standard deviation of the horizontal wind direction) is calculated using the
method describerl in Meteorological Monitoring Guidancefor Regulatory Modeting Applications

(EPA-450/R-99-005). First, sine and cosine of
Scientific CR-10 data logger. Then, the average
minute period are processed using the yamartino
(EPA-450/R-9e-00s).
wind direction are calculated by a Campbell
sine and cosine measurements for each fifteen
method to calculate hourly sigma theta values
Since sigma theta is a gross measure of atmospheric furbulence, it can be used as an indirect
measure of atrnospheric stability. The method used to calculate the pasquill-Gifford (p-G)
atmospheric sta.bility class from sigma theta for this program is in accordance with EpA-4501R-99-
005 ' This method involves two steps. First, an initial estimate of stability for the hour is made based
on sigma theta values calculated from the sine and cosine of wind direction. The second step
involves modifying the initial estimate using the hourly mean wind speed and time of day of the
observation. More specific information about this process can be found in this EpA reference.
The P-G information is important in determining the dispersion of plumes or puffs of
airborne material. For example, greater turbulence promotes dispersion and, therefore, lowers
concentrations of airbome pollutants. There are two tlpes ofturbulence; thermal turbulence which
is a function of vertical thermal stratification, and mechanical turbulence which is a function of wind
speed and surface roughness. With light wind speeds, vertical thermal effects dominate the
production of turbulence. During sunny conditions, the temperature drops quicklywith height above
ground, creating unstable conditions. Conversely, during light-wind, nighttime conditions, a surface
inversion forms creating stable conditions with relatively little vertical motion. Horizontal motion
during light wind speed often produces meandering in wind direction. Local terrain also plays an
important part in the production of turbulence through the production of surface roughness and
mechanical turbrulence.

The P-Ci stability class describes the dispersive potential of the atmosphere, with Class A
being the most dispersive and Class F being the least dispersive. As indicated above, the p-G
methodology allows unstable conditions (Stability Classes A through C) to only occur during the
daytime, while s;table conditions (Stability Class E and F) can only occur at night. Neutral conditions
(Class D) can o,ccur at any time.
The stab,ility class data collected for the July through December 2005 monitoring period are
presented in Table 3-2 and stabilify roses are presented in Figure 3-3. Unstable conditions occurred
38.6 percent of the time, neutral conditions 31.7 percent of the time, and stable conditions 29.7
percent of the time. The stability class frequency distribution tables are presented in Appendix D.
3.5 Precipitation Data
Precipitation data (rain or snow) are recorded in inches. The data are not collected at the
meteorological monitoring station but at a different location on the White Mesa Mill property. Data
for the July through December 2005 monitoring period are shown in Table 3-3. During the
monitoring period, 5.50 inches of precipitation were measured. The month with the greatest
precipitation was September with 2.48 inches recorded. The minimum monthly amount of
precipitation reoeived was 0.08 inches, which occurred in December.
3.6 Data Recovery
Table 3-4 summarizes the datarecoveryforthis semiannual reportingperiod. Datarecovery
was 85.6 percent for wind speed and 75.5 percent for each of the other parameters at the
meteorological rnonitoring station. The data loss resulted from a programming error when the data
logger was relocated to a new enclosure in June and in October from a faulty wind direction sensor.

The annual 2005 wind frequency distribution is presented graphically in Figure 4-l and in
tabular form in Table 4-1. The predominant wind directions during 2005 were north-northeasterly,
occurring 16.0 percent of the time and northerly which occurred 10.5 percent of the time. As
discussed in Section 3.3, the northerly winds are drainage winds occurring during nighttime. The
southerly winds are upslope winds occurring during daytime hours.
The annual tabular wind rose for 2005 is presented in Table 4-1. The annual mean wind
speed was 3 '4 meters per second (m/s). Table 4-2 lists the mean speed and maximum hourly average
wind speed for each month. The highest maximum hourly average wind speed of 15.5 m./s was
recorded on April 4 for hour ending 1600 MST.
The percent occulrence of each stability class during 2005 is provided in Table 4-3. During
2005, unstable conditions occurred 36.4 percent of the time, neutral conditions 35.g percent of the
time, and stable conditions 27 .8 percent of the time. The annual stability class frequency distribution
tables are presented in Appendix E.
Table 4-4lists the annual data recoveries for each parameter at the meteorological monitoring
station' Data recoveries for these parameters ranged from 82.0 to 87.1 percent which did not meet
the federal minimum data retrieval requirement of 90%.

5.0 CONCLUSIONS
Meteorological monitoring and data collection proceeded normally during 2005 at the White
Mesa Mill site with two exceptions. Data were lost from June 10 through July 27 due to a
programming errorwhen the data loggerwas relocated to a new enclosure on June 10. A faultywind
direction sensor resulted in the loss of data from october g through 27.
As a result, data recovery rates ranged from 82.0 to 87.1 percent, which is below the data
retrieval requirement of 90 percent.
The dominant feature of the winds observed at the site during the monitoring period was a
local nocturnal drainage flow from the higher elevations to the north-northwest through northeast
and a daytime upslope or retum flow from the southeast through the southwest.

1.0 INTRODUCTION
Semi-annual performance audits for the htemational Uranium Corporation White Mesa Mill
meteorological monitoring station were completed by McVehil-Monnett Associates on October 20
and27,2005. The White Mesa Mill is located approximately seven miles south ofBlanding, Utah.
The meteorological air monitoring station is located northeast of the mill and approximately l/4 mile
west of Highway 191.
This report summarizes the results of the performance audit which was conducted in
accordance with the following guidance documents:
"Quality Assurance Handbook for Air Pollution Measurement Systems", vol. rV -
Meteorologic al Measurements, (EPA-600/R -9 4 I 03 8 d), revised March 1 995.
" Meteorological Monitoring Guidance for Regulatory Modeling Applications',,
(EPA-4541R-99-005), February 2000.
The remainder of this report is divided into sections on specific auditing procedures (Section
2.0), audit results (Section 3.0) and conclusions (Section 4.0). Attachment A contains the audit
documents and Attachment B contains the audit instruments' calibration certificates and

2.0 SPECIFIC AUDITING PROCEDURES
The wind direction system procedure consists of auditing the sensor for linearity and vane
orientation by sighting the vane along the crossann and comparing system output to the measured
azimuth, which is measured to the nearest half degree by a precision compass. Due to a faulty
potentiometer, the linearity and vane orientation portion of the audit could not be completed. A
torque watch was used to measure the starting torque of the wind direction sensor.
The wind speed system was audited using a selectable speed anemometer drive which turns
the sensor anemometer shaft at five known rates of rotation. The values recorded by the wind speed
measurement system were then compared to the target wind speeds for these rates of rotation. The
starting torque of the wind speed sensor was measured using a torque watch.

3.0 AUDIT RESULTS
Specific results for the meteorological audits are presented in Table 1. A brief discussion of
the results follows.
The wind direction sensor was audited on October 2 A,2OO5. It was determined that the wind
direction sensor was malfunctioning due to faultypotentiometer. Therefore, the linearity and vane
orientation portion of the audit could not be completed. The starting torque of the wind direction
sensorwas measured and found to be less than 4 gram-centimeters (gm-cm) clockwise and counter-
clockwise, which is below the upper acceptance limit of 6.5 gm-cm.
The wind speed sensor was audited on October 27,2005 and results were excellent. Data
loggerreadouts of 0.27,2.9,5.6,8.4, and 13.6 m/s corresponded closelyto theirrespective target
wind speed values of 0-27 ,2.9, 5.6,8.3, and 13.6 m/s. The desired accuracy range for wind speed
audits is+(0-22rrls+ Soh ofobserved). Starting torque was measured at less than 0.2 gm-cm, which
is below the upper acceptance limit of 0.22 gm-cm.

CONCLUSIONS
Wind direction linearity and azimuth were not audited this quarter because of a faulty sensor
potentiometer. The starting torque of the wind direction sensor was measured and found to be within
specification. Subsequent to the performance audit, the sensor was repaired and recalibrated.
The wind speed performance audit documented the current operating characteristics of the
wind speed sensor. The results of the performance audit indicate that the wind speed sensor was
operating within EPA-specifi ed accuracies.
