1.0 I1\TRODUCTION
In 1977 , meteorologrcal, air quality, and radiological monitoring was initiated at the White
Mesa Mill. The original purpose of these monitoring programs was to document the regional
atmospheric baseline and to provide adequate data to assess the potential air quality impacts resulting
from the mill. After construction of the mill, the monitoring programs were modified to address
compliance of mill operations.
McVehil-Monnett Associates, lnc. commenced work on this project in Iune of 2003, and
started to summarize the data collected since January 2003. This report describes important aspects
of the meteorological monitonng operations conducted at htemational Liraru,:m V1, hite Mesa Mill
site for data coilected from January 1 through June 30, 2004. The remainder of this report is
presented in three sections: monitoring site description (Section 2.0), analysis results (Section 3.0)
and conclusions (Section 4.0). Appendices A through D contain the semi-annual performance audit
report, hourly data listings, semi-annual joint fiequency distributions byhours ofthe day, and semi-
annual stability joint fiequency distributions by stability class.

2.4 MOMTORTNG PROGRAM DES CRTPTION
The meteorological parameters collected for the monitoring period were wind speed, wind
direction, and standard deviation of horizontal wind direction (sigma theta), a measure of
atmospheric stability. Wind speed and wind direction were directiy measured while sigma theta and
stability class were calculated. The data were coliected and processed rlnder general site operations
protocol and quality assurance activities.
2.1 Site Description
The region encompassing the Intemational Uranium Corporation's White Mesa Mill is shown
in Figure 2-1. The mili is located on the White Mesa approximately five rniles south of Blanding,
Utah, just west of State Highw ay 191. The surrounding terain slopes up towards the north and
down to the south through southwest. The meteorological monitoring station, located on the
nofthern property boundary of the milI, is situated in the southwest corner of Section 22, Township
37 South and Range 22East at an elevation of 5,660 feet above means sea level. This location was
chosen for the purpose of compliance monitoring for operations at the mill.
2.2 Monitoring Instrumentation
The sensors, their accuracies, an<i the sampiing heights useci in the monitoring program are
shown in Table 2-1. On June 1 7,2003 the Weathertronics instrumentation was removed. A Met
One wind cup anemometer and wind vane were installed at the standard ten-meter height above
ground-level. The two Met One sensors were comected to a Campbell Scientific CR- 1 0 data logger.
The logger continuously recorded wind speed and wind direction, calculating and storing houriy

averages of these parameters. The iogger also calculated and stored sigma theta. Data stored in the
logger were then transferred to a solid state storage module on a monthiy basis.
2.3 Data Collection and Processing
Data on storage modules were downloaded to a computer for further processing through
several program routines. These programs reform atthe data,check for anomalies, calculate stability
class (See Section 3.3), and perform other statistical summary functions.
2.4 Quality Assurance
After the meteorological data were downloaded and processed, a meteorologist checked any
anomalies flagged by the processing programs and also reviewed the data for any other anomalies not
captured by the processing programs. The project mallager was notified of any anomalies, and the
reasons for the elToneous data along with possible solutions to the problem(s) were discussed. The
Mill was then contacted and given instructions for anynecessaryrepairs. Ifrequired, personnel from
MMA were dispatched to the site to remedy the situation.
Any anomalous data in the monitoring period were coffecterl, ifpossible. If corrections were
impossible to make, available data were substituted from a nearby NOAA weather station in
Blanding. This station is operated in a cooperative effort with the University ofutah, Department of
lvleieoroiogy. iftiie etroneous daia could neither be corrected nor substituted, ii was coded as invaiid
or missing. as appropriate.
During the first six months of 2004, one semi-annual performance audit was conducted.
Performance audits of the wind speed and wind direction sensors were completed on May 27 . The
results for both audits indicated that the instrumentation audited was operating within EpA-specified
accuracies. The report for each audit is included in Appendix A.

3.0 ANALYSIS RESULTS
Meteorological data were collected at the White Mesa Mill and processed according to the
procedures described in Section 2.0. The stabilify class was determined for each hour (see Section
3.3 for determination methodology) and the data set was then analyzed by time of day and stability
classification.
3.1 Missing Data for the January through June 2004 Monitoring period
One section of missing data occurred for the January through June 2004 monitoring period.
Wind direction, sigma theta, and stability class data from the period of January t hour 1 through
Janr-tary 14 hotrr 10, a total of 122 hotrs, a.re missing due to a malfi:nctioning sensor. The wind
direction sensor was replaced on January 14,2004. At this time, data from the NOAA weather
station in Blanding were not available for substitution purposes.
3.2 Hourly Data Presentation
For the .Ianuary through June 2004 monitoring period, hourly averaged values ofwind speed,
wind direction, sigma theta and stability class are presented in Appendix B in the Storage and
Retrieval ofAerometric Data (SAROAD) format, including missing or invalid data. This format is a
method ofpresenting air quality and meteorological data. The SAROAD format also includes, when
applicable, average monthly values for each hour, daily averages and monthly averages.
3.3 Wind Analysis by Hour of the Day
The standard wind frequency distribution for the reporting period is presented graphically in
Figure 3-1. To show the diurnal pattems, additional wind frequency distributions were developed
graphically in 4-hour segments throughout the day (midnight to 4:00 A.M., 4:00 A.M. to 8:00 A.M.,

etc.) and are presented in Figure 3-2. In addition, the diurnal frequency distribution tables are
presented in Appendix C.
Figure 3-1 shows the dominant flow for the period was a drainage wind out of the north-
northeast occurring i4.1 percent of the time. This flow is a result of the surrounding terrain,s
influence on the site.
Figure 3-2 confirms the downslope wind pattern seen in Figure 3-1, depicting the diurnal
pattern of this flow as well as other less predominant flows. During the nighttime hours from 2000
through 0800 Mountain Standard Time (MST), north through north-northeasterly winds were the
most prominent. During these nighttime hours, the drainage winds occurred approximat ely 46
percent of the time. For the daylight hours from 0800 through i 600 MST, the prominent winds were
from the south southeast through southwest. These are upslope or return flows and occurred on
average approximately 60 percent of the time during these daylight hours.
A tabularjoint frequency distribution is presented in Table 3-1. Themean wind speed forthe
monitoringperiodwas3.6meterspersecond(m/s). Thedirectionwiththehighestmearwindspeed
was south southwest at 5.0 m/s, while the lowest mean wind speed was from the east southeast
direction at2.3 rnls.

Sigma theta (the standard deviation of the horizontal wind direction) is calculated using the
method listed in On-Site Meteorological Program Guidancefor Regulatory Modeling Applications
(EPA-45014-87-013). First,sineandcosineofwinddirectionarecalculatedbyaCampbellscientific
CR-10 data logger. Then, the average sine and cosine measurements for each fifteen minute period
are processed using the Yamartino method to calculate hourly sigma theta values.

Since sigma theta is a gross measure of air turbulence, it can be used as an indirect measure
of atmospheric stability. The method used to calculate the Pasquiil-Gifford (P-G) atmospheric
stability class from sigma theta for this program is in accordance with EpA-45A14-87-013. This
method involves two steps. First, an initial estimate of stability for the hour is made based on sigma
theta values calculated from the sine and cosine of wind direction. The second step involves
modifying the initial estimate using the hourly mean rvind speed and time of day of the observation.
More specific information about this process can be found in this EPA reference"
The P-G stability class describes the dispersive nature of the atmosphere with Class A being
the most dispersive and Class F being the least dispersive. The more dispersive the atmosphere is,
the less air pollution may concentrate. As indicated above, the P-G methodoiogy allows unstable
conditions (Stability Classes A through C) to only occur during the da1,time, while stable conditions
(Stability Class E and F) can only occur at night. Neutral conditions (Class D) do not have any day
or nighttime restrictions and can occur at any time.
The P-G information is important in determining the dispersion of plumes or puffs from
releases of airborne material. For example, greater turbulence promotes dispersion and, therefore,
lowers concentrations of airbome pollutants. Thermal turbulence is dependent on vertical thermal
straiification, and ineciranical iurbuleiice is dependeni uporr wind speed arrd surface rougLrrress. lVith
light wind speeds, vertical thermal effects dominate the production of turbulence. During sunny
conditions, the temperature drops quickly with height above ground, creating unstable conditions.
Conversely, during light-wind, nighttime conditions, a surface inversion forms creating stable
conditions with relatively little vertical motions. Horizontal motions during light wind speed often
produce meandering in wind direction. Local terrain also plays an important part in the production

of turbulence.
For the data collected during the January through June 2004 monitoring period, unstable
conditions occurred 37 .2 percent of the time, neutral conditions 37 .7 percent of the time, and stable
conditions 25.2 percent of the time,. The stability class data collected for the January through June
2004 monitoring period are presented in Table 3-2 and stability roses are presented in Figure 3-3.
The stabiiity ciass frequency distribution tables are presented in Appendix D.
3.5 Precipitation Data
Precipitation data (rain or snow) has been recorded in inches of liquid moisture received for
the White Mesa Mill. This data is collected at another location on the White Mesa Mill property.
Data for the January through June 2004 monitoring period is not available at this time, as shown in
Table 3-3.
3.6 Data Recovery
Table 3-4 summarizes the data recovery for this semiarurual reporting period. Data
recoveries for wind speed and wind direction were 99.9 and 92.5 percent, respectively.

1.0 INTRODUCTION
The semi-annual performance audits for the lntemational Uranium Corporation White Mesa
Mill meteorological monitoring stationwas compieted by McVehil-Monnett Associates onMay27,
2004. Ralph Porter. a Senior Project Manager with McVehil-Monnett Associastes, Inc, performed
the audit. The \Vhite Mesa Mill is located approximateiy seven miles south of Bianding, Utah. The
meteorological air monitoring station is located northeast of the mill and approximately 1/4 mile
west of Highway 191.
This report summarizes the results ofthe performance audit that u'as conducted in accordance

2.A SPECIF'IC AUDITING PROCEDURES
The wind direction system was audited for linearity and vane orientation by sighting the vane
at a specific target and comparing system output to the known azimuth of the target. The target
azirnuth was measured to the nearest haif degree by a precision compass. A torque watch was used to
measure the starting torque of the wind direction sensor.
The wind speed system was audited using a selectable speed anemometer drive which tums
the sensor anemometer shaft at five known rates of rotation. The values recorded by the wind speed
measurement system were then compared to the target wind speeds for these rates of rotation. The

3.0 AUDIT RESULTS
Specific results for the meteorological audits are presented in Tabie 1. A brief discussion of
the results follows.
The wind direction audit results indicated that the system response was linear and coffectly
oriented. The magnetic reading of the crossann was 1.5'. The data iogger reading was 9o for audit
orientations of 11.0'. These results fall within the desired accuracy range for the wind direction
measllrement system, which is +5o. The starting torque of the wind direction sensor measured less
than 3 gram-centimeters (gm-cm) clockwise and counter-clockwise, which is below the upper
accepta:rce iimit of 6.5 gm-cm- The rryrrrd vane was oriented to onl5. one la:rdmark due tc the
instabiiity of the tower and lack of availability of a "buckettruck". I1owever, the linearity of the
system demonstrated excellent agreement between the known wind direction and the digital output
from the data acquisition system indicating that the system is accurate and recording quaiity data.
The wind speed audit results were excellent. Data logger results were identical to the known
winri speeds at the foliowing speeds, 0.268,2.9,5.6,8.3, 10.9 and 13.6.4 meters per second (mps)
corresponded very closely to their respective target wind speed values of 0.6, 6.6, 12.5,1 8.5, and
13.5 mps. The desired accurac-v range for winci speeri auciits is *(0.2 mps + 5% of observed). Starting
torque was measured at less than 0.2 gm-cm, which is below the upper acceptance limit of 0.22 gm-
cm.

The performance audit also documented the curent operating characteristics of the
meteorological instrumentation. The results of the meteorologicai performance audit indicate that
ali instrumentation was operating within EpA-specified accuracies.

5.0 RECOMMENDATIONS
Due to the stabililv issue of the monitoring tower, it is advised that personnel no longer
climb the tower when it is fully extended. Once the tower is cranked to the lowered position
climbing is permissible. This makes testing the wind direction sensor very difficult by orienting
to known targets. The wind direction sensor should be re-oriented on the crossamr so that the
data acquisition system reads 360o, and 180' when the wind vane is pointing directly down the
crossann in each direction respectively. The crossarm should then be reoriented from magnetic
north to true north (348" magnetic) accounting fbr the 12' easterly-declination at the site.
Sighting or measuring the orientation of the crossarm relative to true north will then sirirpliff
future audits. Once the orientation is known to be correct linearitv ean be eheeked, these two
steps will verify sensor integrity and system accuracy with out the need for climbing the tower or
necessity for bucket trucks.

2004 Precipitation Deta
Precipitation data (rain or snow) has been recorded in inches of liquid moisnre
received tbr the White Mesa Mill. This data is coUected at another localion on the Whire
Mesa Mill property. Table A-l presents the ?004 rnonthiy and annual totals as well as
monthly and annual climatological normals. The annual precipitarion total at the White
Mesa Mill for 2004 was 11.50 inches. This total is below the climatological normal of
I 1.80 inches. The wettest month in 2004 was September with 2.69 inches, well above the
september climatological normal of 0.90". May was the driest month with no
precipitation measured (0.00 inches).
