The original purpose of these monitoring programs was to document the regional atmospheric baseline and to provide adequate data to assess the potential air quality impacts resulting from the mill. After construction of the mill, the monitoring programs were modified to address compliance of mill operations. McVehil-Monnett Associates, Inc. commenced work on this project in June of 2003, and started to summarize the data collected since January 2003. This report describes important zspects of the meteorological monitoring operations conducted at Intemational Uranium \Yhite Mesa Mill site for data collected from July 1 through December 37,2004 and for the2A04 annual monitoring period. The remainder of this report is presented in four sections: monitoring site description (Section 2.0), analysis results (Section 3.0), annual meteorological data summary (Section 4.0), and conclusions (Section 5.0). Appendices A through C contain the hourly data listings, semi-arurual joint frequency distributions by hours of the day, and semi-annual stability joint frequency distributions by stability class. The annual stabilityjoint frequency distributions by stability class are presented in Appendix D. The semi-annual performance audit report is contained in Appendix E. t T I I !'' I I I T I T ! I I I t I I I 2.0 MONITORING PROGRAM DES CRIPTION The meteorological parameters collected for the monitoring period were wind speed, wind direction, and standard deviation of horizontal wind direction (sigma theta), a measure of atmospheric stability. Wind speed and wind direction were directly measured while sigma theta and stability class were calculated. The data were collected and processed under general site operations protocol and quality assurance activities. 2.1 Site Description The region encompassing the Intemational Uranium Corporation's White Mesa Mill is shown in Figure 2-1- The mill is located on the White Mesa approximately five miles south of Blanding, Utah, just west of State Highway 19L. The surrounding terrain slopes up towards the north and down to the south through southwest. The meteorological monitoring station, located on the northern property boundary of the mill, is situated in the southwest corner of Section 22, Township 37 South and Range Z2East at an elevation of 5,660 feet above mean sea level. This location was chosen for the purpose of compliance monitoring for operations at the mill. 2.2 Monitoring Instrumentation The sensors, their accuracies, and the sampling heights used in the monitoring program are shown in Table 2-1. AMet One wind cup anemometer and wind vane is installed at the standard ten-meter height above ground-level. The two Met One sensors ilre connected to a Campbell Scientific CR-10 data logger. The logger continuously recorded wind speed and wind direction, calculating and storing hourly averages of these parameters. The logger also calculated and stored t I I t I I t t t I I T t I I I I T I sigma theta. Data stored in the logger were then transferred to a solid state storage module on a monthly basis. 2.3 Data Collection and Processing Data on storage modules were downloaded to a computer for f,uther processing tlrough several program routines. These programs reformat the data, check for anomalies, calculate stability class (See Section 3.3), and perform other statistical summary functions. 2.4 Quality Assurance After the meteorological data were downloaded and processed, a meteorologist checked any anomalies flagged by the processing programs and also reviewed the data for any other anomalies not captured by the processing progftrms. The project manager was notified of any anomalies, and the reasons for the erroneous data along with possible solutions to the problem(s) were discussed. The Mill was then contacted and given instructions for anynecessaryrepairs. Ifrequired, personnel from MMA were dispatched to the site to remedy the situation. During the last six months of 2004, one semi-annual performance audit was conducted. Ferformance au<iits of the wind speeci and winti direciion sensors were compieieri on November 30. The results for both audits indicated that the instrumentation audited was operating within EPA- specified accuracies. The report for each audit is included in Appendix A. t I t T ! I t I I I 3.0 ANALYSIS RESIILTS - July through December 2004 Meteorological datawere collected at the White Mesa Mill and processed according to the procedures described in Section 2.0. Thestability class was determined for each hour (see Section 3.4 for determination methodology) and the data set was then analyzed by time of day and stability classification. 3.1 Missing Data for the July through December 2004 Monitoring period For the July through December 2004 monitoring period, there is no invalid data. Data are not available for two hours on November 30 due to semi-annual performance audits and calibrations being completed. 3.2 Hourly Data Presentation For the July through December 2004 monitoring period, hourly averaged values ol wind speed, wind direction, sigma theta and stability class are presented in Appendix B in the Storage and Retrieval of Aerometric Data (SAROAD) format. This format is a method of presenting air quality and meteorological data. The SAROAD format also includes, when applicable, average monthiy values for each hour, daily averages and monthly averages. 3.3 Wind Analysis by Hour of the Day The standard wind frequency distribution for the reporting period is presented graphically in Figure 3-1. To show the diurnal pattems, additional wind &equency distributions were developed graphicallyin 4-hour segments throughout the day (midnight to 4:00 A.M., 4:00 A.M. to g:00 A.M., etc.) and are presented in Figrne 3-2. In addition, the diumal frequency dishibution tables are presented in Appendix C. I ! I I T I t I T I t T I I T T I I I Figure 3-1 shows the dominant flow for the period was a drainage wind out of the north- northeast occurring 16.0 percent of the time. This flow is a result of the surrounding terrain,s influence on the site. Figure 3-2 confirms the downslope wind pattern seen in Figure 3-1, depicting the diumal pattern of this flow as well as other less predominant flows. During the nighttime hours from 2000 through 0800 Mountain Standard Time GUST), norlh through north-ncrtheasterly winds were the most prominent. During these nighttime hours, the drainage winds occured approximately 56 percent of the time. For the daylight hours from 0800 through 1 600 MST, the prominent winds were from the southeast through west-southwest. These are upslope or retum flows and occurred on average approximately 76 percent of the time during these daylight hours" A tabularjoint frequency distribution is presented in Table 3-1. The mean wind speed for the monitoring period was 3.3 meters per second (m/s). The direction with the highest mean wind speed was west-southwest at 4.1 m/s, while the lowest mean wind speed was from the east-northeast direction at2.2rnls. 3.1 Sigma Theta and Atrrrospheric Siability Sigma theta (the standard deviation ofthe horizontal wind direction) is calculated using the method listed in On-Site Meteorological Program Guidancefor Regulatory ModelingApplications (EPA-45014-87-013). First,sineandcosineofwinddirectionarecalculatedbyaCampbellScientific CR-l0 data logger. Then, the average sine and cosine measurements for each fifteen minute period are processed using the Yamartino method to calculate hourly sigma theta values. Since sigma theta is a gross measure of air turbulence, it can be used as an indirect measure of atmospheric stabiiity. The method used to calculate the Pasquill-Gifford (P-G) atmospheric I I I I T I I I t t t I I I I I t I T stability class from sigma theta for this program is in accordance with EPA-45014-87-013. This method involves two steps. First, an initial estimate of stability for the hour is made based on sigma theta values calculated from the sine and cosine of wind direction. The second step involves modifying the initial estimate using the hourly mean wind speed and time of day of the observation. More specific information about this process can be found in this EPA reference" The P-G stability class describes the dispersive nature of the atmosphere with Class A being the most dispersive and Class F being the least dispersive. The more dispersive the atmosphere is, the less air pollution may concentrate. As indicated above, the P-G methodology allows u,stable conditions (Stability Classes A through C) to only occur during the dafiime, while stable conrjitions (Stability Class E and F) can only occur at night. Neutral conditions (Class D) do not have any day or nighttime restrictions and can occur at any time. The P-G information is important in determining the dispersion of plumes or puffs from releases of airborne material. For example, greater turbulence promotes dispersion and, therefore, lowers concentrations of airborne pollutants. Thermal furbulence is dependent on vertical thermal stratification, and mechanical turbulence is dependent upon wind speed and surface roughness. &1th light wind speeds, vertical thermal effects dominate the production of turbulence. During sunny conditions, the temperature drops quickly with height above ground, creating unstable conditions. Conversely, during light-wind, nighttime conditions, a surface inversion forms creating stable conditions with relatively iittle vertical motions. Horizontal motions during light wind speed often produce meandering in wind direction. Local terrain also plays an important part in the production ofturbulence. I T I I t I T I I I I T I T I I I I T For the data collected during the July through December 2004 monitoring period, unstable conditions occurred 37 .7 percentofthe time, neutral conditions 34.4percent ofthe time, ancl stable conditions 27 .8 percent of the time,. The stability class data collected for the July through December 2004 monitoring period are presented in Table 3-2 andstability roses are presented in Figure 3.3. The stability class frequency distribution tables are presented in Appendix D. 3.5 Precipitaticn Data Precipitation data (rain or snow) has been recorded in inches of liquid moisture received for the White Mesa Mill. This data is collected at another location on the White Mesa Mill property. Data for the July through December 2004 monitoring period is not available at this time, as shown in Table 3-3. 3.6 Data Recovery Table 3-4 summarizes the data recovery for this semiannual reporting period. Data recoveries for each parameter at the meteorological monitoring station were 100 percent. I T I 4.0 ANNUAL METEOROLOGICAI DATA SUMMARY The annual 2004 wind frequency distribution is presented graphically in Figure 4-1. The predominant wind directions during 2004 were north-northeasterly, occurring 15.i percent (%) of the time, northerly which occurred ll.O % of the time, and south-southwesterly, occurring 10.8 % of the time. As discussed in Section 3.3, the northerlywinds are drainage winds occurring during nighttime. The southerly winds are upslope winds occurring during daytirne hours. The annual tabular wind rose for 2004 is presented in Table 4- 1 . The anaual mean wind speed was 3.4 meters per second (rnls). Table 4-2lists the mean speed and maximum hourly average wind speed for each month. The highest maximum hourly average wind speed of 19.7 m/s was recorded on January 4 for hour ending 0200 MST. The percent occurrence of each stability class during 2004 isprovided in Table 4-3. During 2004, unstable conditions occurred 37.5 percent of the time, neutral conditions 36.0 percent of the time, and stable conditions 26.5 percent of the time. The annual stability class frequency distribution tables are presented in Appendix E. Table 4-4 lists the annual data recoveries for each parameter at the meteorological monitoring station. Data recovery rates for July through December were excellent being 100 percent for each parameter (requirement is a minimum of 90 percent). Annual data recoveries rates were greater than 96 percent for each parameter. The White Mesa Mill is located approximately seven miles south of Blarding, Utah. The meteorological air rnonitoring station is located northeast of the mill and approxirnately ll4 mile west of Hlghway 791. This report summarizes the results of the performance audit which was conducted in accordance with the following guidance documents: - "Quality Assurance Handbook for Air Pollution Measurement Systems", Vc,i. fV - Meteorological Measurements, (EPA-600,e.-94l03 B d), revised March 1 99 5. - "Cn-Site Meteorological Program Guidance forRegulatoryModeling Applications", (EPA-450/4-87-013), re-issued August 1995. The remainder of this report is divided into sections on specific auditing procedures (Section 2.0), audit results (Section 3.0) and conclusions (Section 4.0). Attachment A contains the audit documents and Attachment B contains the audit instruments' caiibration certificaters and documentation. I I I t I I I t I t t I t t I I I t I 2.4 SPECIFIC AUDITING PROCEDURES The wind direction system was audited for linearity and vane orientation by sighting the vane along the crossafin and comparing system output to the measured azimuth. The azimuth was measured to the nearest half degree by a precision compass. A torque watch was used to rneasure the starting torque of the wind direction sensor. The wind speed system was audited using a selectable speed anemometer drive which turns the sensor anemometer shaft at five known rates of rotation. The values recorded by the win speed measurement system were then compared to the target wind speeds for these rates of rotatic,n. The starting torque of the wind speed sensor was measured using a torque watch. I I I I T I t I t I T T I T I I I t T 3.0 AIIDIT RESULTS Specific results for the meteorological audits are presented in Table 1 . A brief discussion of the results follows. The wind direction audit resuits indicated that the system response was linear and correctly oriented. The data logger readings were 8.3o, 102.7o, 192.4", and 279.0" for audit orientations of 9.0", 99.0o, 189.0o, and279.0", respectively. These results fall within the desired accuracy range for the wind direction measurement system which is *5o. The starting torque of the wind direction sensor measured less than 3 gram-centimeters (gm-cm) clockwise and counter-clockwise, which is below the upper acceptance limit of 6.5 gm-cm. The wind speed audit results were good. Data logger readouts of 0.27,2.9, 5.6,8.3, and 13.6 m/scorrespondedexactlytotheirrespectivetargetwindspeedvalues of 0.21,2.9,5.6,8.3,and 13.6 m/s. The desired accuracy range for wind speed audits is *(0.22 m/s * 5o/o of observed). Starting torque was measured at 0.4 gm-cm, which is above the upper acceptance limit of 0.22 gm-cm. The bearings on the wind speed sensor were replaced immediateiy following the audit, bringing the starling torque below the upper acceptance level. The results of the meteorological performance audit indicate ttLat all instrumentation was operating within EPA-specified accuracies, with the exception of the wind speed starting torque. The bearings on this sensor were repiaced, and the starting torque is now within specifications.
