2.4 Environmental Air Monitoring
The environmental air particulate monitoring program is conducted at the White Mesa
Mill utilizing four high volume continuous air sampling stations located as indicated
in Figure 1.0 attached High volume air sample station BHV-3 is no longer utilized
to collect air particulate dat4 with U.S.N.R,C. approval, for background correctional
application to other sampling locations, because sufficient data has been accumulated
at BHV-3 to make appropriate background corrections to the other sample location
data. The results of radionuclide concentrations for air sampling locations Bfry-I,
BHV-2 (nearest residence) BHV4 and BHV-5 are presented in Table fV. A review
of the information, comparing results to those from previous years indicate no
potential upward trends in radionuclide at any location. Laboratory results are
attached.
In addition to the environmental air sampling locations, which are required by the
license, BHV-I, BHV-2, BffV-4, and BHV-5, a new environmental air sampling
monitor @HV-6) was installed at a location near the boundary of the White Mesa Ute
Community. This air monitoring station, which is beyond the sampling required by
the Mill's U.S.N.R.C. license, began operation on July l, 1999 and provides
additional air sample collection data in that area. This information is also included in
this report.
Ground Water Monitoring
The ground water monitoring program sample results for the first and second quarters
of 2000 are presented in Table V. Quality Control samples and Quality Assurance
samples are indicated on the respective quarterly results. An analysis and discussion
of this information is attached as Attachment I, Table V.
Surface Water Monitoring
Surface water samples were collected for Cottonwood Creek and are presented in
Table VI. No obvious analyte trend is evident from comparison of previous data for
Cottonwood surface water collection or for Westwater Creek sediment samples.
Laboratory results are attached.
Soil Sampling
Annual soil samples will be collected in the fall of 2000 and those results will be
reported in the next Semi-Annual Effluent Report.

Gas Stack Sampling
No gas stack samples were collected on any White Mesa Mill effluent gas pollution control
systems for the period January l, 2000 through June 30,2000. The mill was in abeyant
operations for the above period and these systerns were not operating. This information
would normally be reported in Table I, however no data was collected during this period.
Environmental Radioloeical and Effluent Monitoring Data
Environmental Radon
Radon 222 flux was not directly measured, because IUSA's license allows IUSA to
demonstrate conformance to the limits and requirements of l0 CFR 20.1302 (b) (l)
by use of computational methods and programs (MILDOS modeling).
Direct Radiation
Gamma exposure rates were determined for the first and second quarters of 2000
utilizing passive integrating devices. Thermoluminescent dosimeters were located at
each high volume air sampling station: BHV-I, BW-2,BHV-3, BIM and BIW-S.
The location BIry-3 is used as a background sample for direct radiation because of
its remoteness to the plant mill site (approximately 3.5 miles distant)1. The gamma
exposure radiation resujts from this location are subtracted from results ofother
sample locations. Table II illustrates gffima exposure rate measurements for the first
and second quarters of2000 after a background correction has been applied to
locations BHV-I, BHV-2, BHV-4 and BHV-5. A comparison of this data to the
average gamma exposure rate value in mRem/quarter at each location since 1988,
indicates no increased trend in direct radiation at any location.
Ve-eetation
Vegetation samples are collected at three (3) locations around the mill periphery. The
sampling locations are northeast, northwest and southwest of the mill facility.
Vegetation samples are collected during early spring, late spring and fall (growth
seasons). Vegetation sample results are presented in Table Itr. A review of this data
compared with results of several previous years indicate no increased concentration
of Ra-226 or Pb-210 in vegetation growth. Laboratory results are attached.
Note: The Northwest Area Vegetation sample for the early spring was lost during
sample preparation by the laboratory. Thereforg a repeat sample ofNorthwest Area
Vegetation was collected on June 22nd. Those results are presented in Table III.
t[ No high volume air sampler is currently located at this site. Was removed with U.S.N.R.C. approval, BHV-3 site
reference only.

The NRC February, l99Z Environmental Assessment states that the Mill will use the Shewhart
cusum control chart technique for interpretation of quarterly groundwater data. copies of each of
the current control "h;;io';f* tt" Wtit. Mesa Mill groundwater point of compliance quarterly
monitoring data are p.orii.a in this section. These plotiinclude data from the most recent quarterly
point of c6mpliance sampling event in December,1999'
The control chart method is a parametric test. The underlying assumption inrhis method is that the
charts and control il;; b; d";eloped based on a parameter that has a normal distribution. In some
cases the parameter *iri.n "Jiuits a normal distribution is the measured concentration of an analyte-
In some cases, the putut "t.t is a function of the measured concentration, such as-log, square root
or other po*.i of tt" .on".nt.ation. The parameters used for white Mesa Mill data include measured
concentration, log of concentration, or square root (0.5 power) of concentration, as appropriate, to
generate a new.onrroi lirurt, it a graplui output that can be compared to an edsting control chart'
A summary interpretation of the control charts for this monitoring period is provided below-
This parameter is in control as indicated by the control chart.
