I have discussed your request for an extension with staff and management. The DRC can agree to the 45 day
extension in order for the groundwater discharge permit application to be comprehensive and complete. Please
note, the DRC will not provide any additional time past the July 16, 2012 submission date. Other actions will be
taken by the DRC if the submission date is not adhered to.

This email is a follow-up to our phone conversation this morning, Monday, May 14, 2012, regarding submittal of
the White Mesa Mill groundwater discharge permit application update (the "application"). Our preparation of the
revision is underway. As we discussed, our hydrogeological consultant has prepared an updated analysis of site
hydrogeology and groundwater flow rates which will form the basis of the geological and hydraulic description
sections of the application, and we have updated the Mill's On-site chemical inventory as requested in your
email of March 28, 2012 and as required by Part I.H.I of the Permit.
However, during Denison's efforts to date in preparing the application revision, we have determined that a
comprehensive and complete application cannot be achieved by the currently agreed-upon submittal date of
June 1, 2012. The updates to the application need to address two and a half years of changes to the Mill's
tailings system, surface facilities, and groundwater monitoring well network, as well as the addition of
hydrogeological and geochemical knowledge resulting from three contamination investigations, two contaminant
corrective action programs, a southwest hydrogeological investigation, and a site-wide monitoring well
redevelopment program, which were not addressed in the 2009 application. In addition, most figures and all 10
appended or referenced plans need to be replaced by more recently-approved versions which reflect the
changes described above.
This email is a request for an extension of the submittal date by 45 days, which would require Denison to
submit a revised application by close of business Monday July 16, 2012. This extension would allow Denison to
provide a comprehensive and complete application document which contains all of the above-identified
corrections and updates.
