HomeMy WebLinkAboutDRC-2012-001966 - 0901a0688030adf9State of Utah GARYR HERBERT Governor GREG BELL Lieutenant Governor Department of Environmental Quality Amanda Smith Executive Director DIVISION OF RADIATION CONTROL Rusty Lundberg Director 0^2012-00196 MEMORANDUM TO FROM DATE SUBJECT Phil Goble Dean Henderson September 12,2012 2012 Annual Tailings Cells, Leak Detection Systems and Shmes Drains Waste Water Sampling and Utah Division of Radiation Split samplmg Energy Fuels Resources (USA), Inc White Mesa Uranium Mill, near Blanding, Utah On August 15, 2012 the Utah Division of Radiation Control (hereafter "DRC") staff Dean Henderson observed Energy Fuels Resources (USA), Inc (hereafter "EFR") staff Tanner Holiday and Gamn Palmer perform the momtonng and sampling for the 2012 annual tailings cells, leak detection systems and slimes drains waste water sampling event The DRC collected a split waste water sample from tailing Cell 4B A duplicate sample of tailing Cell 4B was also collected and is identified as Cell 6 On August 16, 2012 both samples were shipped to Lionville Laboratory by UPS in two coolers One cooler was shipped next day air that earned portions of the samples m containers packed in ice to be analyzed for the non-radiologics listed m Table 1 of Section 8 2 of EFR Ground Water Monitonng Quality Assurance Plan (hereafter "QAP") and SVOC as required in Part 1 E 2(ii) of EFR Ground Water Discharge Permit The other cooler was shipped by ground that had portions ofthe samples in containers to be analyzed for gross alpha A report on DRC sample results and companson with EFR sample results will be completed after the 2012 Aimual Tailings Wastewater Monitonng Report is submitted to DRC on December 1, 2012 The DRC staff also observed the EFR staff collect waste water samples from tailing Cell 1 (see Figures 1 and 2), Cell 2 shmes drain (see Figure 3), Cell 3 (see Figure 4), Cell 4A, Cell 4A leak detection system (thereafter "LDS"), Cell 4B, and Cell 4B LDS The LDS monitors for Cell 1, Cell 2, and Cell 3 had fluid level measurements of 0 0 feet therefore, no samples were collected Samples for Cell 1, Cell 3, Cell 4A, Cell 4A LDS, Cell 4B, and Cell 4B LDS were collected with the use ofa disposable ladle (see Figures 1 and 2) The sample for Cell 2 slimes drain was collected using a disposable bailer (see Figure 3) Tailing Cells 1,3,4A, and 4B LDS pumps were all able to be manually tumed on to demonstrate that the pumps were operational After observing the EFR staff perform the samplmg and monitonng it appears they appropnately followed QAP and Samplmg and Analysis Plan for Tailings Cells, Leak Detection Systems and Shmes Drain A closeout meeting was held with Mr Dan Hillsten following the completion of sampling activities Mr Hillsten was told the sampling acti-vities appeared to go smoothly with no problems 195 North 1950 West • Salt Lake City, UT Mailing Address P O Box 144850 • Salt Lake City, UT 84114-4850 Telephone (801) 536-4250 • Fax (801) 533-4097 'TDD (801) 536-4414 www deq utah gov Pnnted on 100% recycled paper Page 2 References Denison Mines (USA) Corp , March 2009, White Mesa Mill Sampling and Analysis Plan For Tailings Cells, Leak Detection Systems and Shmes Drains Denison Mines (USA) Corp , February 22, 2010, White Mesa Uranium Mill Ground Water Quality Assurance Plan Revision 5 0 Page 3 Attachment 1 Figures 1 through 4 Figure 1.
