1. Is the structure a building or an outdoor pad? Some confusion exists here. Is the feature a concrete pad that is
attached to a building, or is it a building with a roof and 3-walls?
a. The structure is a Lester Uni 1 Post Frame Pre Engineered Storage Shed w/ Single Slope Roof II has 3 walls
and one open side. The open side will be proiected from weather by flexible curtians or doors to reduce
precipitation entering the enclosure. The concrete pad is a containment to be built within the building. It

will be fially surrounded by the building structure.
2. If the structure is a building with a roof and 3-walls, will what will site grade look like? Will there be any
potential for run-off to enter the building?
a. TTie site grade will be such that run-off will be prevented from entering the building. The curb on the back
and sides will keep run-off out and the grade around the front will run water away from the building.
3. What activities are proposed for the facilily? Will the reagents be packaged in water-tight containers, or will they
be in bulk or loose form?
a. There will be both liquid and dry reagents stored in the building. The liquid reagents are stored in water-
tight containers. The dry reagents are in super sacks or bagged. These are not water-tight hence the need for
the building as protection for storage ofthe reagents. The concrete pad is secondary containment.
4. What kind of water or material will accumulate in the sump, and what will be its fate?
a. The sump will collect any liquid spills that may occur. Should this happen the sump will be pumped back
into a liquid container which will be kept for use in the process circuit. Should water collect for any reason
it would be disposed of in one ofthe tailings cells or in the Mill process.

Subject: Fwd: White Mesa Mill Proposed Reagent Building
Harold,
I have a few questions about the engineering drawing that Steve Landau emailed over yesterday regarding a new Reagent
Building. Questions are as follows:
1. Is the structure a building or an outdoor pad? Some confusion exists here. Is the feature a concrete pad that is
attached to a building, or is it a building with a roof and 3-walls?
2. If the Structure is a building with a roof and 3-walls, will what will site grade look like? Will there be any potential
for run-off to enter the building?
3. What activities are proposed for the facility? Will the reagents be packaged in water-tight containers, or will they be
in bulk or loose form?
4. Wliat kind of water or material will accumulate in the sump, and what will be its fate?
Responses to these questions will help DRC decide if there is a need for design review and approval.
Thanks for your help,
Loren
