Howard Director February 18, 2020 Kathy Weinel Energy Fuels Resources (USA) Inc. (EFR) 225 Union Blvd, Suite 6500 Lakewood, CO 80228 RE: White Mesa Uranium Mill, Slimes Drain Compliance Plan Ground Water Discharge Permit Number UGW370004 Dear Ms. Weinel: On January 21, 2020 the Division of Waste Management and Radiation Control received the Slimes Drain Compliance Plan (the Plan) dated January 16, 2020. The Plan satisfies Part 1.H.1 of the Mill’s Ground Water Discharge Permit (the Permit), which required submittal of the Plan by January 19, 2020. The Division takes no exception to the Plan. The Permit includes several requirements related to the slimes drain that remain in effect. We note that measurement of fluid removed, calculation of recovery head following pumping, and graphing of results are still required to be reported in the quarterly Discharge Minimization Technology Performance reports and the Annual Technical Evaluation Report. The Division will use these reporting events to evaluate the Mill’s performance to keep the slimes drain hydraulic head over the evacuation pump as low as reasonably achievable (see Part 1.D.3.b of the Permit) and to remove the maximum amount of fluid reasonably achievable (see Part 1.D.3.b.3 of the Permit). If you have any questions, please call Russ Topham at (801) 536-4256. Sincerely, Phil Goble, Uranium Mills and Radioactive Materials Manager Division of Waste Management and Radiation Control (Over) PRG/RJT/al c: Kirk Benge, Health Officer, San Juan County Health Department Rick Meyer, Environmental Health Director, San Juan County Health Department Scott Hacking, P.E., DEQ District Engineer
