Notification of Rescheduling of NESHAPs Radon Flux Measurements for Tailings Impoundment 3 at the White Mesa Mill Dear Mr. Bird: On February 12, 2019, Energy Fuels Resources (USA) Inc. ("EFRI") submitted a 30-day notice regarding plans to perform a sampling event for NESHAPs Radon Flux measurements for the first quarter of 2019 at Tailings Impoundment 3 at the White Mesa Mill from March 18 - 21, 2019. On March 6, 2019 EFRI rescheduled the sampling event to March 25 — 28, 2019 due to inclement weather. On March 21, 2019 EFRI submitted a cancellation notice for the Tailings Impoundment 3 sampling rescheduled for March 25 — 28, 2019. EFRI noted that due to the continuation of inclement weather and the resultant standing water and mud EFRI could not complete the sampling event in the first quarter of 2019. The sampling event has been rescheduled to April 22, - 25, 2019. As stated in the previous letters, per 40 CFR 61.253, EFRI is permitted to monitor Radon Flux one or more times per year. In both the February 12, and March 6, 2019 letters EFRI stated that Tailings Impoundment 3 would be sampled on a quarterly frequency in 2019. However, since the first quarter sampling has been cancelled due to weather conditions beyond our control, EFRI will change the planned 2019 sampling frequency on Tailings Impoundment 3 to three times in 2019, with one sampling event in each 4-month period in 2019 (January — April, May through August, and September through December). EFRI will provide safety and radiological orientation for any Utah Department of Air Quality personnel observing this event. This orientation will be required before any individual enters the Mill Restricted Area.
