The report shall be submitted on or before June 30 on even numbered years. This report shall indicate any differences in land use from that described in the last report including the following: 1) providing references and/or a description of methods utilized to obtain information included in the report; 2) listing all water wells, owners, approved use and contact information within the specified search radius; and 3) including information on an updated land use map to be included with the report. " The enclosed 2020 submittal provides the following information in response to the requirements of the above license condition: • Water rights information including owners name/contact information and approved usage; • Land uses, including an updated land use, oil and gas wells and land ownership maps; • Population information and changes (based upon available public data); and • Industry information (based upon available public data). Changes from the 2018 to the 2020 report are noted below in each specific section. The sources of the information incorporated in this report are identified in the notes below each figure or table, except for the sources of population data and industry data, which are listed in Section 5.0, References. In addition, Table 4 provides a summary of the references and/or methods used for compiling the information containeo herein. It is important to note that information obtained from public sources, such as governmental webpages and databases, have not been field verified by EFRI. 2.0 WATER RIGHTS Per RML Condition 12.3, EFRI has provided information on private and public potable water and agricultural wells, including a list of water wells, owners, approved use and contact information within the specified search radius of 5 kilometers (3.1 miles). The information regarding the water wells is included in: Figure la. Water Rights Map: Shows the location of public, private, and industry potable water and agricultural wells outside of the Mill boundary but in the 5 kilometer radius survey area (the "survey area"). Figure lb. Water Rights Map: Shows the location of the EFRI wells within the Mill property boundary. Table 1. Water Well Owner List: Identifies the water wells, approved uses, well locations, owners, and available owner contact information for all groundwater wells depicted outside of the Mill boundary but within the survey area on the Water Rights Map (Figure la). 2.1 Changes in 2020 The following changes were made to Figure la Water Rights Map: • One well has been added to the map. This well was in existence at the time of the 2018 report however, it was inadvertently omitted in 2018. The well is located S582 E561 NW 03 39S 22E SL. • Surface diversions have been removed from the 2020 map. Surface diversion water rights are not required by RML Condition 12.3. The following changes were made to Figure lb Water Rights Map: The map has been updated to reflect two new monitoring wells added by EFRI: • MW 24A, Water Right Number 1909017MOO • TW4-42, Water Right Number 1909004MOO The following changes were made to Table la. Water Well Owner List: • There were no new water rights or non-EFRI wells installed during the last two-year period. One well that was in existence but not included in Table 1 in the previous report has been added. It has been highlighted in green in the current version of Table 1. • Several phone numbers have been added/updated. The changes have been highlighted in yellow. • DWR has removed the Non-Production Well Application use from the database search criteria and output information. Wells were extracted from the database using the Test Well search criteria. 3.0 LAND USE INFORMATION Per RML Condition 12.3, EFRI is providing the following information on land use and land ownership. Figure 2. Oil and Gas Wells Map: Shows the location of Oil, Gas and Mineral exploration in the survey area. EFRI identified one historic uranium mine within the survey area in the 2018 review. The location of the past producing mine is shown on Figure 2. Figure 3. Land Ownership Map: Shows Private and Federal land ownership. This map facilitates identification of private lands and those administered by Federal, State and Local agencies within the survey area. Figure 4. Land Use Map: Shows the grazing allotment names and the location of major buildings or structures in the survey area. 2 Table 2. Record of Oil and Gas Activity: Provides detailed location, depth, status, lease type and owner/operator information for all oil and gas wells identified by API well numbers within the survey area in the Oil and Gas Wells Map. Table 3. Land Parcel Owner List: Provides ownership information, size, filing date and legal description of each land parcel within the survey area. 3.1 Changes in 2020 The following changes were made to Figure 2. Oil and Gas Wells Map: There were no changes to Figure 2 in 2020. The following changes were made to Figure 3. Land Ownership Map: There were no changes in Figure 3 in 2020. The following changes were made to Figure 4. Land Use Map: • Additional structures were identified during the 2020 review. The structures are colored red on Figure 4 to distinguish them from structures previously identified in 2018. Table 2. Record of Oil and Gas Activity: EFRI identified no additional mines or oil and gas activity within the survey area during the 2020 review. Table 3. Land Parcel Owner List: The table was updated to reflect changes of land ownership between the years 2018 and 2020. Updated entries have been highlighted in yellow. Errors identified in the 2018 table have been corrected and are highlighted in light blue in the 2020 table. Parcel IDs reported in 2018 were incorrect. In the 2018 report, EFRI used the CoreLogic Parcel IDs from the purchased software. In the 2020 report, the parcel IDs have been corrected to reflect the San Juan County parcel designations. Several new entries were added to Table 3. The new entries correspond to newly subdivided parcels of land. New parcels are highlighted in light green. 4.0 POPULATION INFORMATION Per RML Condition 12.3, EFRI is providing the following information to assess population growth or industry growth. Demographic information was derived from U.S. Census Bureau data updated estimates. These records are updated on a five-year frequency for population centers which exceed 65,000 people and on a ten-year frequency for lesser populations. Therefore, the local population update for the area of interest was last recorded in the year 2010, and it is that database, and updated estimates where available (University of Utah 2017), which were utilized in the discussion, below. 3 4.1 Population Growth According to the 2010 census, the population density of San Juan County, in which the Mill is located, is 1.9 individuals per square mile. The town of Blanding, UT, approximately 6 miles north of the Mill, is the largest population center near the Mill site, with 3,375 persons, during the 2010 census, and an estimated 4,036 persons in 2016. Approximately 5 miles southeast of the Mill site is the White Mesa community, where approximately 242 Ute Mountain Ute tribal members reside. The Navajo Reservation is located approximately 19 miles southeast of the Mill. The nearest community on the Navajo Reservation is Montezuma Creek, a community of approximately 335 individuals in Utah. 4.2 Industry Growth Economic information was derived from US Census Bureau data (DataUSA 2020 and US Census Bureau Quickfacts). The economy of San Juan County, UT employs approximately 5,250 people. The largest industries in San Juan County, UT are: • Health Care & Social Assistance (933 people), • Educational Services (768 people), and • Construction (574 people) The highest paying industries in San Juan County are: • Utilities ($60,859), • Mining, Quarrying, and Oil & Gas Extraction ($57,143), and • Wholesale Trade ($48,000). The economy of Blanding, UT employs approximately 1,490 people. The largest industries in Blanding, UT are: • Health Care & Social Assistance (319 people), • Educational Services (297 people), and • Retail Trade (158 people). The highest paying industries in Blanding are: • Manufacturing ($71,111), • Mining, Quarrying, and Oil & Gas Extraction ($61,875), and • Finance and Insurance, Real Estate, Rental and Leasing ($60,357). When operating, the Mill is one of the largest private employers in San Juan County, employing up to 60 to 140 full time employees. As such, the Mill's employees represent a significant economic base for the city of Blanding and rural residents of San Juan County. As identified in the figures, land abutting the Mill property to the southeast includes the White Mesa Ute Reservation. The White Mesa Utes are a Community within the Ute Mountain Ute Tribe, an entity possessing sovereign nation status, whose land ownership and building structures 4 data is not readily available from the information sources used in preparation of this report. For ease of access, a single local point of contact for emergency notices and other communications with the White Mesa Ute Community has been provided in Table 3, the Land Parcel Owner List. The source of this contact information was submitted with the 2018 Land Use Report. Since there have been no requested changes by the Ute Mountain Utes, the letter is not included in the 2020 report. 4.3 Changes in 2020 The text below identifies the changes in the current report as compared to the baseline submittal of 2018. Population Growth: No specific population data was provided in the 2018 baseline report. EFRI has incorporated population data in this 2020 report, which will serve as a baseline for future assessments of population growth. Industry Growth: No specific industry data was provided in the 2018 baseline report.
