Dear Ms. Weinel:

On November 9, 2021, Russ Topham performed an inspection of the construction of the hydrochloric
acid tank secondary containment facility on behalf of the Division. At the time of the inspection, tank
pedestals had been poured and excavation of footings for the containment structure was under way. The
materials, methods and results achieved as of the time of the inspection appeared appropriate for the
work required. The Division takes no exception to the work performed to date.
