Containment for Hydrochloric Acid Tanks
Dear Mr. Hansen:
Attached as Appendix 1, please find the design drawings for Energy Fuels Reources (USA) Inc.'s
("EFRI' s") proposed design for a secondary containment structure for addition41 tanks at the White
Mesa Mill (the"Mill").
EFRI submitted a Request to Amend and Notice of Intent ("NOI") to the Utah Division of Air Quality
("DAQ") for the Mill's Air Approval Order ("AO") Number DAQE-AN0112050018-11 for the
addition of hydrochloric acid storage at the Mill. EFRI operates the Mill under the above-named AO
as a minor source as defined under the 1990 Clean Air Act. EFRI proposes to install two hydrochloric
acid storage tanks to provide operational flexibility and to improve opportunities for waste reduction
via recycling of tailings constituents and off-spec product. By letter dated September 24, 2021, DAQ
issued an Intent to Approve ("ITA") for the request and NOI, subject to public reN4ew.
Please note that while the NOI was for three additional tanks, only two are beirtg constructed at this
time. EFRI will submit design drawings, under separate cover, prior to the conStruction of the third
tank.
The reclamation procedures for the additional tanks and concrete are already ad4ressed in the current
DWMRC-approved Reclamation Plan and no additional changes are required at Otis time.
Due to the de minimis nature of the additional costs for removal of the'Oe structures during
reclamation, the surety estimate will be updated during the next scheduled submisSion in March 2022.
The tailings capacity evaluation has been revised to account for the reclamation d is available at the
Mill for review.
