("EFRI") is subrnitting the as-built drawings as Attachment 1 to this letter for EFRI' s secondary containment structure for additional tanks at the White Mesa Mill (the "Mill"). Additionally, EFRI is submitting as Attachrnent 2, the calculations showing that the sizing of the secondary containment is adequate to hold the volume of one tank and the volume of water resulting from a 25-year-24-hour storm event. EFRI submitted a Request to Amend and Notice of Intent ("NOI") on July 27, 2021 to the Utah Division of Air Quality ("DAQ") for the Mill's Air Approval Order ("AO") for the addition of hydrochloric acid storage at the Mill. By letter dated December 23, 2021, DAQ approved the Modification to Approval Order DAQE-AN112050020-19 for Three (3) New Hydrogen Chloride Tanks, Project Number: N112050024. EFRI is installing the hydrochloric acid storage tanks to provide operational flexibility and to improve opportunities for waste reduction via recycling of tailings constituents and off-spec product. Please note that while the NOI was for three additional tanks, only two are being constructed at this time. EFRI will submit design drawings, under separate cover, prior to the construction of the third tank. Per the October 15, 2021 letter, the additional costs for removal of these structures during reclamation will be updated during the next scheduled submission of the surety estimate in March 2022.
